Who we are and what we do:

The Tennessee Administrative Office of the Courts (AOC) serves as a trusted resource to assist in improving the administration of justice and promoting confidence in the judiciary. It is the administrative arm of the State's judicial branch, one of the three fundamental divisions of Tennessee state government. The judicial branch provides an essential check on the legislative and executive branches through judicial review. The AOC supports the Tennessee Supreme Court, intermediate appellate courts, trial courts, and courts of limited jurisdiction by managing programs, resources, and operations that enable the courts to function efficiently.

How you make a difference in this role:

The Accounting Manager works under the general supervision of the Fiscal Director and supervises a team of five within the Fiscal Services Division. This role performs advanced professional accounting work, oversees complex financial operations, ensures compliance with federal/state laws, and serves as a subject matter expert for internal and external partners.

Key Responsibilities:

  • Oversee daily accounting operations, including complex, high-risk, and high-volume transactions in Edison (FSCM).
  • Supervise, train, evaluate, and direct assigned staff; manage workflow, resource allocation, and performance improvement.
  • Review and approve journal entries, reconciliations, accounts payable/receivable, billing, wire transfers, project/grant updates, and financial activity reports.
  • Monitor budgets, grant expenditures, revenue collections, contracts, and special funds to ensure accuracy, compliance, and availability of funds.
  • Conduct and review risk assessments, internal controls, and audit-related activities.
  • Analyze general ledger activity and resolve complex accounting issues; research unusual account balances.
  • Interpret federal and state accounting laws, policies, contracts, and financial reports for stakeholders.
  • Lead month-end and year-end financial closing processes, including trial balance reviews and identifying incomplete or unusual transactions.
  • Develop and recommend departmental policies, procedures, rates, workflow improvements, and process efficiencies.
  • Serve as liaison to internal and external customers; provide guidance on accounting systems, practices, and regulatory requirements.
  • Manage long-term accounting projects and ensure timely completion of milestones.
  • Prepare reports, documentation, and correspondence; ensure accurate financial record keeping.

Minimum Qualifications:

  • Bachelor's degree in accounting and seven (7) years of professional accounting or auditing experience.
  • OR bachelor's degree with 36 quarter hours in accounting and seven years of relevant experience.
  • OR CPA designation and five (5) years of relevant experience.
  • Graduate coursework in accounting may substitute for up to one year of required experience.
  • Extensive experience with the State of Tennessee's Edison system is required.
  • Criminal background check required.

Competencies

  • Advanced knowledge of GAAP, governmental accounting, and Edison FSCM.
  • Skills in financial management, personnel supervision, problem solving, analysis, and communication.
  • Ability to lead teams, manage complex financial operations, interpret regulations, and design advanced spreadsheets and reports.
