This position is designed as Hybrid.

This position requires a criminal background check and CJIS/FTI Fingerprints. Therefore, you may be required to provide information about your criminal history in order to be considered for this position.

Qualifications

Education and Experience: Bachelor's degree and a minimum of three years of experience in software testing, systems analysis, software development, or business analysis, with at least two years in advanced or lead-level testing roles. Demonstrated expertise in test strategy development, manual and automated testing, defect management, and CI/CD practices. Strong proficiency with tools such as Selenium, JIRA/DevOps, SQL, and performance testing frameworks. Experience working in Agile and DevOps environments, effectively analyzing test metrics, identifying risks, and collaborating with technical and business stakeholders.

Substitution for Bachelor's degree: Relevant IT Associate's Degree.

OR

An Associate's degree and two years of related IT experience may substitute for the bachelor's degree requirement.

Substitution of Experience for Education: Related IT experience may substitute for the required bachelor's degree on a year-for-year basis to a maximum of four years.

Overview

The Testing Analyst (Advanced) is a hybrid position that plays a key role in delivering high-quality, reliable, and compliant technology solutions that support public programs and citizen-facing services. This role ensures accurate requirements validation, thorough test coverage, and effective defect identification across the full product lifecycle. The Testing Analyst partners closely with QA leadership to apply standardized testing practices, support automation, and maintain a consistent release cadence. This work directly contributes to program accuracy, operational efficiency, and an improved citizen experienceparticularly within human services programs such as Family Assistance.

Responsibilities

  1. Strong proficiency in functional, regression, integration, and user-acceptance testing, aligned with product requirements and business rules.
  2. Expertise in test planning, test case design, and defect management.
  3. Partner with product managers, developers, and policy/program teams to clarify requirements and defects to ensure readiness for release.
  4. Proficiency with modern QA tooling (e.g., model-based automation frameworks, and test management platforms (Jira and Zephyr).
  5. Support test automation efforts and contribute to expanding automation coverage across critical workflows.
  6. Ability to analyze requirements, identify gaps, and ensure traceability across the product lifecycle.
  7. Strong problem-solving and critical-thinking skills.
  8. Ability to collaborate effectively within cross-functional, agile / waterfall product teams.
  9. Excellent communication skills, with the ability to convey technical details to non-technical stakeholders.
  10. Ability to operate in regulated or compliance-focused environments while maintaining delivery velocity.
  11. Collaborate with QA leadership to apply consistent tools, standards, and governance across teams.

Success Metrics

  1. Release predictability: Percentage of scheduled releases delivered on time with zero incidents impacting eligibility, benefits issuance, or citizen access.
  2. Defect quality and flow: Effectiveness of defect detection prior to UAT; reduction in escaped defects in production; mean time to resolve and verify defects that may affect service delivery or compliance.
  3. Coverage and automation: End-to-end and regression test coverage, automation coverage focused on critical eligibility, policy, and benefits-processing paths.
  4. Cycle efficiency: Average test cycle duration; validated within the test cycle to support shift-left practices and timely policy implementation.
  5. Business outcomes: Demonstrate contribution to improving system reliability and enhancing citizen experience. Sustained delivery of on-time releases with minimal escaped defects, higher automation coverage, and shorter feedback cycles to support program integrity and operational performance.

Preferred/Domain Experience

  1. Experience with human services or benefits systems such as SNAP, TANF, and Child Care.
  2. Familiarity with policy-driven updates and compliance testing in public sector environments.
  3. Experience supporting high-impact citizen-facing platforms with large user populations.
  4. Knowledge of government regulatory requirements, documentation standards, and audit considerations.
  5. Strong communication skills for coordinating with policy teams, program leadership, and technical stakeholders.
