The Arkema N.A. Goods and Services Purchasing team has an opening for a Senior Regional Purchasing Manager (SRPM) based out of Radnor, PA. This is a full-time professional role eligible for the Hybrid Work Policy (maximum two days work from home). JOB DESCRIPTION SUMMARY The Senior Regional Purchasing Manager will have responsibility and accountability for leading procurement for goods and services procurement for the Thiochemicals and Acrylics Business Units in the U.S. Gulf States, including but not limited to capital projects, maintenance/repair/operations (MRO), engineering and other indirect categories for a portfolio of plant sites with indirect accountability to the Manufacturing Directors and a seat at the table of the Plant Manager's leadership team for their assigned plants. Assigned portfolio of plants can range in complexity or expansiveness (quantity) and shall be assiged to commensurate with the skills and experience of the candidate. The SRPM will facilitate aligning their assigned sites with strategic & capital procurement teams and other regional category strategies, as a member of a centrally led procurement team, and departmental objectives. Oversee rollout of new or exisiting categories to assigned sites and provide status updates. Develop and implement site specific and regional strategies and implement these strategies for assigned sites, working collaboratively with the internal customers to achieve savings and to optimize value for the company. Ongoing supplier management and contract ownership, including identification of cost savings opportunities and manage supplier base to achieve agreed upon performance metrics. Oversee site based or regional buyers with tactival responsibility for ensuring that buyer-led sourcing events are conducted in accordance with policy. This positions reports to the Sr. Manager, Regional Category Management. Other positions that report to this manager include: Regional Procurement Manager. This position will work closely with the other Regional Managers, Strategic Category Managers, and Capital Procurement team and stakeholders who submit purchase Goods and Services from their assigned sites. KEY RESPONSIBILITIES: Site Specific and Regional Sourcing Strategies for Operating and Capital Expenditures:
- Procurement Leadership: Develop and implement procurement strategies that align with the company, business unit, regional and plant goals, optimizing costs, and ensuring quality and reliability in the supply chain for OPEX and CAPEX project at assigned sites. Work with Project Managers, engineering and other stakeholders to ensure Scopes of Work (SOWs) are detailed and accurate to reflect the work required by the supplier.
- Vendor Management: Build and maintain strong relationships with key suppliers, negotiating favorable terms, and managing vendor performance to meet or exceed service level agreements.
- Process Optimization: Lead initiatives to streamline procurement processes, leveraging technology and best practices to enhance efficiency and reduce costs.
- Risk Management: Identify and mitigate risks in the supply chain, ensuring the continuity of supply and compliance with regulatory requirements. Risks include, but are not limited to, managing supplier fabrication of custom equipment to maintain scheduling timelines for turnarounds.
- Financial Oversight: Oversee budgeting and financial forecasting for procurement activities, ensuring alignment with corporate financial goals including participation in AGATE process for formal CAPEX approval.

Communication, Coordination, and Issue Resolution:
- Ensure compliance with purchasing policies and procedures, ethical practices and adherence to relevant laws and regulations. Agree to exceptions when policies or using a contracted policy will not be met.
- Implement world-class procurement practices and technology including e-sourcing, on-line auctions etc.
- Manage supplier complaints and site or regional specific supplier performance issues by working with the supplier and BU/Plants to determine root cause through resolution, and tract the complaint through close. Continue to monitor to ensure issues are not repeated.
- Liaison between Goods and Services Purchasing (indirect), BU's and plants.
- High level of comfort leading meetings with executives.
- Participate and suppors internal audits as needed.
- Some travel will be required (approximatley 30%)
QUALIFICATIONS:
- BS in Engineering (preferred); or BS or BA in Business or Supply Chain or related field.
- MS in a technical field or MBA preferred
- Six plus years of Procurement, Strategic Sourcing or Supply Chain or Project Management experience
- Three plus years in industrial goods and services procurement.
- Minimum of 1-3 years in Category Management.
- Demonstrated Project Management experience
- Plant (chemical) experience (preferred)
- SAP knowledge and experience a plus
- Demonstrated experience supporting multiple plant sites simultaneously.
- Supervisory experience of assigned or matrixed Buyers (preferred)
- CPM (preferred)
- PMP (preferred)
