Summary

The Manager of Revenue and Pricing Analysis is responsible for leading financial analysis related to NYPA's revenue performance and pricing strategy through cost recovery and rate development functions for various electric services provided from transmission, generation assets and market procurement.



This role partners with Finance, Accounting, Commercial, Legal and Operational teams to develop and manage cost of service studies, revenue requirements, and cost recovery mechanisms, pricing models, analyze revenue trends to support strategic decision-making.



The position ensures that pricing strategies align with market conditions, NYPA's financial objectives, and regulatory frameworks and policies. The role oversees the development of competitive service analyses to ensure customer energy affordability.



The Manager will oversee a team of Revenue and Pricing professionals, and will be responsible for driving performance and professional development.

Responsibilities

  • Develop and oversee the implementation of NYPA's revenue requirement setting and pricing strategies, in line with NYPA's strategic objectives.
  • Oversee the implementation of NYPA's transmission and generation revenue requirement processes by ensuring compliance with FERC regulations, contracts, NYISO tariff provisions, and other applicable regulations.
  • Oversee the production of the necessary technical analyses and reports to support negotiations and discussions with FERC commissioners, senior industry leaders, customers, and government officials.
  • Produce financial analyses necessary to support NYPA's fiscal direction as they relate to transmission and generation assets.
  • Responsible for setting, maintenance and update of NYPA's policies, procedure manuals concerning the development of t NYPA's transmission and generation revenue requirement, cost of service, and rates.
  • Manage a team of analysts, including setting goals and objectives, providing focused coaching and development to the team members for achievement of operational results.
  • Foster an environment of cooperation with the organization.


Knowledge, Skills and Abilities

  • Advanced knowledge of NYISO and utility tariffs, transmission service, wholesale and retail electric rate development, utility finance, NYPSC, FERC and ISO practices and regulations.
  • Advanced knowledge of analytical methodologies and skills for pricing and billing of electricity, and implications of NYISO rules and procedures on NYPA prices and its customers.
  • Strong verbal and written communication skills are required. Credible communicator to customers and other external and internal stakeholders. Credible communicator to analytical staff and internal stakeholders to effectively lead NYPA's financial interests.
  • Excellent organizational skills. Ability to handle significant workload in a fast-paced environment with multiple projects, timelines and due dates is required.
  • Self-motivated and with the capability of independent decision-making and able to take in information, make decisions and provide guidance and feedback to others regarding next steps.
  • Ability to manage staff and ensure that work assignments are completed accurately and on a timely basis. Expedite higher priority work assignments while achieving a high level of quality assurance.

Education, Experience and Certifications

  • Bachelor's degree required in Finance, Accounting, Economics, Business, Mathematics, Engineering, or related discipline preferred.
  • An advanced degree in Finance or Accounting is preferred.
  • Minimum 5 years of broad experience in Finance, Accounting, Regulatory Rate Making, Risk Management, Utility Operations, or relative financial role.
  • Management, supervisory, or experience leading a team is preferred.

Physical Requirements

The New York Power Authority is committed to providing fair, competitive, and market-informed compensation. The estimated salary range for this position is: $124,000 - $170,500. The salary offered will be determined based on the successful candidates' relevant experience, knowledge, skills, and abilities.
