Job Description:

Dynamo Technologies, LLC is seeking Mechanical Project Managers to support the Engineering Change/Time Compliant Technical Order (EC/TCTO) development services for Hull, Mechanical, and Electrical (HM&E) systems. These systems include alteration, repair, installation, redesign, and maintenance support for 295' WIX, 210' WMEC, 270' WMEC, and OPC cutter classes operating in various ports throughout the United States. Additionally, the role will provide support for engineering services for the SFLC MECPL (Surface Forces Logistics Center Major Engineering Change Planning Yard) and provide technical, logistical, and project management support services to ensure effective planning, analysis, design, documentation, and implementation of HM&E-related projects.

Duties/ Responsibilities:



  • Develop/write technical statements of work to perform ship repair and alteration operations for execution by ship repair contractors.
  • Assist in developing and writing technical statements of work for the purchase of Government Furnished Equipment. They will also monitor the procurement progress and provide support in government acceptance processes.
  • Track the delivery of equipment to the ship repair facility, ensuring timely and efficient delivery for HM&E projects.
  • Provide technical review of maintenance standards and drawings, as well as preventative and corrective maintenance practices and prepare project progress reports, white papers, briefings, etc.
  • Perform market research, to gather all necessary information for the preparation of purchase request documents. These documents will facilitate the procurement of commercial spare parts and technical items for ship repair, alteration, and casualty response activities.
  • The contractor will identify/perform/manage all logistical and technical requirements for successful EC/TCTO implementation.
  • Plan, attend and actively participate in TCTO and EC development meetings and write, submit, and track progress of SFLC Central Activities and Yard Project Orders.
  • Create and submit Prototype Evaluation Plans (PEPs) and TCTOs for concurrent clearance and post approved EC/TCTOs.
  • Coordinate technical and logistical meetings as required in the normal course of TCTO development and complete other administrative support tasks in support of TCTO and vessel repair specification development.
  • Provide the Government with EC/TCTO deployment strategy development and respond to all fleet technical requests related to subject matter expertise and TCTO/EC projects.
  • Support the Government Technical Evaluation Teams in assessing HM&E equipment and services contracts and develop/write technical statements of work to perform ship repair and alteration operations for execution by ship repair contractors.
  • Support and collaborate with the Engineering Branch personnel in vessel repair analysis and specification development; cost estimating; technical document review and modification; engineering and logistics management activities, utilizing detailed knowledge of principles, practices and techniques of ship repair; including dry docking, dock and sea trials, nondestructive testing and other practices and techniques unique to the marine industry.


Required Skills/Abilities:



  • Knowledge of Microsoft office software suite, including but not limited to, experience in Microsoft Power Point, Microsoft Word, Microsoft Paint, Microsoft Excel, Microsoft Project, Microsoft Office 365 Suite, Microsoft Teams, and Skype.
  • Knowledge and experience in conducting various ship repair activities.
  • The candidate must be able to climb ladders, access voids and small shipboard spaces for the purpose of identifying needed hull, mechanical and electrical (HM&E) repairs and assessing proposed alterations.
  • Ability to communicate orally and in writing to present and defend technical recommendations; facilitate consensus; prepare memoranda and position papers; present briefings; create and modify technical documents; and advise management officials.
  • U.S. citizenship required


Nice to Have Skills:



  • Military and Shipboard Mechanical Technician/Engineering installation and troubleshooting skills


Education and Experience:




  • Minimum of two (2) years' experience and working knowledge of engineering disciplines related to HM&E ship systems.



  • Minimum of five (5) years' experience in the marine field with having practical knowledge of shipboard systems and equipment. U.S. Coast Guard specific experience is highly desirable, but not mandatory.



  • Military and Shipboard Mechanical Technician/Engineering training desired.




Travel Requirement:



  • Potential for occasional travel to visit USCG Cutters


Clearance Requirement:




  • Contractor access to unclassified, but Security Sensitive Information may be required. Contractor employees must safeguard this information against unauthorized disclosure or dissemination.
