HSQE Manager - Lead Maritime Safety, Compliance & Operational Excellence
Are you a maritime safety leader who understands that operational excellence begins with disciplined systems, strong partnerships, and a proactive safety culture? Pasha Hawaii Holdings, LLC is seeking a Health, Safety, Quality, and Environment (HSQE) Manager to strengthen vessel operations through effective Safety Management System (SMS) leadership and ISM compliance oversight.
In this high-impact role, you will serve as a trusted advisor to Fleet Superintendents, Masters, and shore-side leaders-ensuring that safety, environmental stewardship, and quality performance remain embedded in daily vessel operations. Your leadership will directly support safe, reliable, and compliant maritime operations across the fleet.
Your Impact: Lead, Strengthen & Protect Vessel Operations
You will drive the execution and continuous improvement of our Safety Management System and operational compliance programs.
  • Own SMS Governance: Manage implementation, maintenance, and development of SMS documentation aligned with ISM Code requirements and company policies.
  • Ensure Regulatory Alignment: Maintain current regulatory, legislative, and safety publications for vessel and shore-side teams.
  • Administer SMS Platforms: Support and optimize SMS software systems such as Nautical Systems Enterprise (NSE) or equivalent.
  • Audit & Verify: Coordinate internal and external ISM audits, document findings, validate corrective actions, and verify effectiveness.
  • Drive Risk Mitigation: Support identification and evaluation of operational safety, environmental, and quality risks across vessel operations.
Drive Continuous Improvement Across the Fleet
Your expertise will help transform safety insights into measurable operational improvements.
  • Investigate & Improve: Participate in incident, near-miss, and nonconformity investigations to identify root causes and corrective measures.
  • Close the Loop: Track, document, and validate corrective and preventive actions to ensure sustained improvement.
  • Strengthen Safety Culture: Promote sharing of safety alerts, lessons learned, and best practices fleet-wide.
  • Enhance Preparedness: Support development and periodic review of vessel contingency and emergency response plans.
  • Provide Operational Guidance: Collaborate with Fleet Superintendents, Masters, and department leaders to address HSQE concerns and strengthen performance.
What You Bring
You are operationally grounded, compliance-driven, and able to influence without formal authority.
  • Bachelor's degree in Maritime Operations or related field (or equivalent experience)
  • TWIC required
  • ISM Internal Auditor certification preferred
  • 5+ years' experience in maritime safety, compliance, or operational leadership
  • Direct experience implementing and maintaining ISM-compliant Safety Management Systems
  • Shipboard experience strongly preferred
  • Working knowledge of ISM Code, maritime regulations, and vessel operational practices
  • Experience with SMS platforms such as NSE
  • Strong understanding of risk assessment, corrective action systems, and investigation methodology

Work Environment & Travel
This role operates in both corporate office and vessel/terminal environments, including active production areas and outdoor conditions.
Travel up to 25% is required. Remote eligibility may apply; remote employees may travel up to 50% to corporate or vessel locations as needed.

The salary range listed is based on the geographic zone associated with this role: California. Starting pay will be determined by job-related factors including experience, education, and business needs and may be modified at any time.

Zone 2/3: Starting rate $120,000 up to $140,000 for highly qualified candidates

This job is also eligible for participation in an Incentive Plan with a target payout based on eligible compensation and corporate/individual performance goal attainment.
Annual Incentive Opportunity: 10% of eligible compensation
