JOB SUMMARY

The Instructional Technology Manager is a leader for IT professionals who support the instructional aspects of the academic mission at UC Santa Cruz. This manager oversees the management of key academic systems, and also fills needs identified by the Vice Provost and Associate Vice Provost for Teaching and Learning in Academic Affairs, whose unit includes the Teaching and Learning Center (TLC), fills needs identified by the Disability Resource Center (DRC), and fills needs identified by the Vice Provost for Undergraduate Education and the Registrar's office. The Instructional Technology team partners closely with the Instructional Spaces team to ensure seamlessness across the experience with in-person and virtual learning tools for faculty and students. The Instructional Technology manager and Instructional Spaces manager collaborate intentionally to ensure this. The scope of this unit is to provide faculty with unfettered access to all virtual instructional technology available at UCSC. This team provides direct consulting services including technical support of online instructional tools. The manager will provide some of this service directly. This unit owns the Learning Management Systems (LMS), media management system, lecture capture software, Student Experience of Teaching Surveys (SETS), and other instructional tools. The unit tightly coordinates with the Instructional Spaces team, who are experts on the in-room teaching technology, and the TLC, who are experts in pedagogically focused instructional design.The Instructional Technology Manager is also responsible for operational coordination with the DRC to ensure that the needs of the DRC staff and accommodated students have appropriate access and support to the technologies managed by the team. This position participates in the IT governance groups that oversee instructional technology including the committee on Technology Enhanced Teaching and Learning (TETL), and confers with Faculty Senate and Senate committees as needed. The Instructional Technology Manager leads the efforts to research new instructional technology products and functionality, evaluate their compliance with campus and systemwide policies, and determine their suitability for campus instructional needs. The Instructional Technology manager determines a campus strategy for making ongoing resource allocation decisions regarding instructional technology. The manager develops and oversees communications and support strategy to ensure faculty are aware of, understand how to use, and can find needed support for existing and emerging instructional technology tools. This position will strengthen, and maintain the campus and organizational relationships to allow a true partnership that enables us to increase our impact, speed, and agility. This role provides success metrics and monitors projects with full transparency. The manager will develop and communicate priorities across the campus through collaboration and building consensus. They will coach, espouse, model, and partner to ensure an attitude and approach of "we are one team." Awareness that we are all one team and the micro and macro user experience and journey is critical for success in this role.

APPOINTMENT INFORMATION

Budgeted Salary: $117,780.00 - $132,300.00/year. Salary commensurate with skills, qualifications and experience.
Under California law, the University of California, Santa Cruz is required to post a reasonable estimate of the compensation for this role. The salary shown above is the budgeted amount the University reasonably expects to pay and the salary extended should not exceed this posted amount.

JOB DUTIES

40% - Service Management and Strategy

  • Drives strategic thinking about instructional products and services.
  • Manages multiple services including road mapping, ideation, design, build, delivery, budget, and operations of a portfolio of products and services, and manages individual services through staff service management assignments and directly.
  • Coordinates practices, standards, and strategy across multiple products and services.
  • Conducts presentations of technical information concerning specific projects and schedules to all levels in the organization.
  • Provides service management support for one or more services in the Instructional Technology portfolio, either across entire services or in collaboration with staff members. Service management support includes: service strategy; service delivery; incident, request, change and problem management; and knowledge management and training.
  • Leads or facilitates service-specific meetings for services directly managed and contributes materially to service-specific meetings for services managed by staff,, ensuring alignment with portfolio strategy and operational priorities.
  • Manage vendor relationships, including coordinating contract reviews, researching and proposing new vendors and technologies for a service and its offerings, and engaging vendors in support for incidents that cannot be resolved by the service team.
  • Ensure compliance with information security policy, FERPA, ADA, and other highereducation regulations affecting IT services and user data.

25% - Operations and Financial Management

  • Makes recommendations and implements decisions for operations and budgets that are related to products and services.
  • Builds, manages, and maintains financial models for products and services.
  • Plans, directs, and assures adherence to budgets, operational schedules, work plans, and product performance requirements.
  • Provides direction to employees following established campus policies and management guidance to develop methods and procedures on new analysis projects.
  • Monitors products, services, and enhancements from initiation through delivery, interfacing on technical matters.
  • Develops recommendations for administrative review/consideration that present effective planning strategies to improve overall service delivery, and provides guidance and consultation services as needed to assist in the implementation of those strategies.
  • Develops policies/ procedures for use in conducting portfolio-specific operations, and analyzes overall effectiveness to ensure their success.
  • Prioritizes hands-on participation in daily operations during start and end of academic quarters.

20% - Personnel Management

  • Oversees and leads a department of professional staff.
  • Motivates staff, provides feedback, evaluates performance, and provides leadership to achieve operational needs and goals.
  • Recommends hiring of new employees, transfers, promotions, salary actions, terminations, performance management, and budget allocations.
  • Supports the professional development and career growth of personnel.
  • Administers campus policies that directly affect subordinate employees and their assignments.

15% - Collaboration and Governance

  • Collaborates with IT governance groups and managers, including TETL, Academic Affairs, DRC, Registrar, VPDUE, and Faculty Senate committees to establish portfolio roadmaps; review new and existing IT products, functionality, and service plans, and conduct customer research to support changing business needs.
  • Collaborates with IT managers and campus senior management to ensure business goals are being met.
  • Regularly interacts with Academic Affairs leadership and TLC, DRC leadership, Registrar's staff, and VPDUE to ensure campus instructional goals and student success goals are being met.
  • Partners with Instructional Spaces Manager to ensure support across the in-person and virtual instructional experience for faculty and students.
  • Works with peer managers and the Service Desk to develop effective organization and team structure, process and procedures, and standards across the organization.

REQUIRED QUALIFICATIONS

  • Bachelor's degree in related area and / or equivalent experience / training
  • Experience leading and managing technical teams or projects. Demonstrated ability to delegate and oversee assignments to ensure successful and timely completion as well as to obtain the cooperation of others within and outside the unit.
  • Excellent oral and written communication skills, including the ability to effectively present technical topics to individuals and groups with potentially varied levels of technical sophistication.
  • Deep understanding of higher education instructional technology including configuration, maintenance, troubleshooting, and problem resolution.
  • Must have effective interpersonal and management skills.
  • Ability to recruit and retain staff, provide constructive feedback, evaluate performance, and motivate others
  • High level interpersonal skills to work effectively with both technical and non-technical personnel at various levels across the organization, and within a diverse and face-paced work environment. Ability to build strong relationships with colleagues, clients, and stakeholders
  • Demonstrated understanding of service management, including: service strategy and design; service delivery and continuous improvement; problem management and resolution; knowledge management and training.
  • Knowledge of digital accessibility standards (WCAG, Section 508) and universal design for learning (UDL) principles, with experience applying them to instructional technology selection, configuration, and support.
  • Broad working knowledge of the applications deployment and programming development functions.

  • Ability and skill necessary to accomplish ITS objectives and address related problems and issues in an effective manner.
  • Thorough knowledge of technical concepts and basic operating principles of data communications, computer hardware, vendor IT products, and software.
  • Ability to understand the process involved to adapt, integrate, and modify existing programs or vendor-supplied products for use within the technical environment.
  • Experienced in leading change management activities and managing their impact across the institution.
  • Ability to create and maintain accurate, useful, and accessible documentation for technical and non-technical audiences.
  • Ensures compliance with policies and regulations including information security, FERPA, and ADA.

PREFERRED QUALIFICATIONS

  • Ability to work effectively with procurement, business offices and vendors to identify, negotiate, and purchase products and manage contracts, service quality, costs and regulatory compliance.
