Job DescriptionThe Senior HR Training Consultant designs, delivers, and continuously enhances high-quality learning experiences that strengthen leadership capability, support faculty development, and foster readiness and effectiveness in HR and workplace practices across Texas State Technical College.

This role serves as a senior-level facilitator and consultative partner, working closely with HR leadership, academic leadership, campus leaders, and cross-functional stakeholders to align training initiatives with TSTC's mission, values, growth priorities, and performance expectations.

Through strong instructional expertise, disciplined execution, and continuous improvement, the Senior HR Training Consultant advances modern, engaging learning experiences that elevate communication quality, facilitation excellence, and instructional effectiveness. This role strengthens leadership readiness, faculty capability, and workforce confidence in a growing, multi-campus environment. Essential Functions

Leadership Development & Capability Building
Designs, delivers, and continuously enhances leadership development experiences for current and emerging leaders, project leaders, and functional teams. Facilitates workshops, cohort-based learning, and development sessions that strengthen leadership effectiveness, accountability, communication, and team health. Partners with campus leaders and HR leadership to assess leadership readiness, skill gaps, and development priorities. Supports college-wide leadership initiatives aligned with institutional goals and workforce needs.

Staff & Faculty Professional Development
Designs and delivers professional development programs for staff and faculty that strengthen instructional readiness, professional capability, and organizational alignment. Partners with academic leadership to support faculty development priorities and continuous improvement efforts. Maintains and evolves a portfolio of learning resources and tools that support growth at multiple role levels. Supports statewide training initiatives aligned with required competencies and institutional priorities.

HR Systems, Safety & Compliance Training
Designs and delivers training related to HR processes, institutional systems, workplace practices, and compliance expectations. Translates complex policies, procedures, and system functionality into clear, practical, and engaging learning experiences. Partners with OIT, Risk Management, Safety, Compliance, and campus stakeholders to ensure content remains accurate, current, and aligned with institutional standards. Reinforces quality assurance and audit readiness through disciplined content review and documentation practices.

Organizational Development & Change Management
Facilitates workshops, retreats, and sessions that strengthen team effectiveness and organizational health. Serves as a consultative partner to leaders, departments, and campus stakeholders on training strategy, instructional approaches, and development solutions.

Program Execution & Continuous Improvement
Leads and manages training initiatives and multi-phase development projects, ensuring quality, consistency, and alignment with college priorities. Collects and analyzes feedback, participation data, and outcome measures to evaluate training effectiveness and inform improvements. Maintains high standards for instructional quality, facilitation effectiveness, and learning experience design.

Education & Experience Minimum Qualifications

Bachelor's degree in Organizational Development, Education, Human Resources, Business Administration, Leadership, or a related field, or equivalent relevant professional experience.
Seven years or more of progressively responsible experience in training, learning and development, leadership development, faculty development, or a closely related discipline, including two to three years of formal or informal people leadership responsibility.
Demonstrated experience designing and facilitating high-quality learning experiences for leaders, faculty, and professional staff.
Strong written, verbal, and interpersonal communication skills.
Demonstrated ability to operate independently, exercise sound judgment, and manage multiple priorities.

Preferred Qualifications

Master's degree in Organizational Development, Education, Human Resources, Leadership, or a related field or equivalent advanced professional experience.
Professional certifications in training, learning, leadership development, or human resources.
Experience in higher education, public sector, or large distributed organizations.
Experience using learning management systems and modern content creation tools.
Familiarity with leadership development frameworks and organizational effectiveness models.

Demonstrated ability to design and deliver engaging learning experiences across in-person, virtual, hybrid, and asynchronous environments. Strong facilitation skills, including the ability to manage dialogue, participation, and group dynamics effectively. Ability to translate complex HR, leadership, and organizational concepts into practical, accessible learning content.

Strong project management and organizational skills, with the ability to manage multiple initiatives simultaneously while maintaining quality and alignment. Ability to analyze feedback and performance data to improve learning outcomes. Proficiency in instructional technologies, presentation tools, and learning management systems. Ability to consult with stakeholders and recommend effective development solutions aligned with institutional priorities.

This position is classified under the Fair Labor Standards Act (FLSA) as exempt and operates in a professional and instructional environment that may include campus offices, classrooms, or lab settings.

This position may be considered for telework options based on eligibility under TSTC's Telework Policy, aligned with State of Texas requirements. Telework eligibility is determined by role responsibilities and business needs.

The employee must be reachable during standard business hours through established communication channels as required by the role. Some duties may require work outside standard business hours to support training sessions, leadership programs, retreats, or time-sensitive initiatives.
