About the Opportunity The position incumbent is responsible implementing, directing and planning of the day-to day operations of group and insurance benefit programs across the UNC System (i.e. group health, dental, vision, short-term and long-term disability, workers' compensation, term life insurance, travel and accident plans, flexible spending account plans, and ACA, and taking into considerations of the impact to the UNC Optional Retirement Program, the UNC 403(b), UNC 457(b), Executive Retirement Plans, and Deferred Compensation programs). Serves as the deputy principal liaison with the Office of State Human Resources (OSHR) and the Department of Insurance on relevant benefit/insurance programs. The position duties include serving as a consultative resource in insurance matters for campus Chief Human Resources Officers (CHROs), campus-based human resources (HR) experts in benefits, campus based risk managers, and UNC System Office leadership; collaborating with the AVP of University Benefits and UNC System partners and external entities on the development of benefit program, policies and systems; helping to coordinate or lead key human resources advisory groups; and managing a variety of initiatives and special projects to promote the use of sound benefit and insurance practices and standards throughout the University System. This position is a hybrid work arrangement and will work at least 1-2 days per week onsite at the Dillon building in downtown Raleigh's Warehouse District. UNC System employees are generally required to reside in North Carolina, within a 2-hour commuting distance of their assigned duty station. About the UNC System Office
The UNC System Office includes the offices of the President and other senior administrators of the multi-campus University of North Carolina System. The UNC System is a treasured public institution dedicated to serving the people of North Carolina through world-class teaching, research, and community engagement. Today, nearly 250,000 students are enrolled in our 16 universities across the state and at the NC School of Science and Mathematics. System Office staff is responsible for executing the policies of the UNC Board of Governors and providing University-wide leadership in the areas of academic affairs, business and financial management, long-range planning, student affairs, research, legal affairs, and government relations. The UNC System Office also has administrative oversight of a number of University affiliates, including PBS North Carolina, the North Carolina Arboretum, the NC State Education Assistance Authority, and University of North Carolina Press. About the Team The Office of the Chief Operating Officer (COO), reporting directly to the President of the University, is responsible for overseeing internal and campus-focused operational priorities, including leadership and coordination of key teams such as Human Resources, IT, Enterprise Data, Project Management, Advancement Shared Services, HR Shared Services, Workforce Policy, and Operational Strategy. These divisions support both the UNC system office's internal operations and provide strategic leadership across campus. The COO's office advises the President, fosters relationships on his behalf, and engages with Chancellors to further the President's strategic priorities, ensuring alignment between operational practices and institutional goals while driving efficiency and innovation throughout the University. Minimum Education, Experience, and Skills Bachelor's degree and four years of progressively responsible professional human resources management experience; or equivalent combination of training and experience. All degrees must be from appropriately accredited institutions.
Required Competencies *Demonstrated expertise in developing employee benefit policies, systems and procedures. *Substantial experience with public sector employee benefit programs and policies. *Knowledge of relevant federal laws with respect to employee benefits, and specific subject matter expertise in the Affordable Care Act (ACA), Family and Medical Leave (FMLA), COBRA, workers' compensation and related regulations
Preferred Education, Experience, and Skills *Prefer individuals with prior experience in the University of North Carolina System, including knowledge of both state and university employee benefit programs *Prefer prior public sector or higher education experience. *Recognized certification(s) in the field of employee benefits (e.g., CEBS, World at Work).
