Overview

Microsoft ElevateisseekingaPolicy ProgramManagerto work in a fast-paced environment toassistmembers of theGlobal Education and Workforce Policyteam and to provide relatedpolicyresearch,analysis,andreporting, includingprogrammatic supportandproject management.The candidate will engagein andshould beveryfamiliarwithAI literacyand related frameworks and efforts,andpolicy issues related to AI,education,andtheworkforce.The positionwill work closely withUS and globalgovernment affairs, the Elevate Capacity Building Solutions team, and othersacross CELA and Microsoft. This role will take the lead in coordinating andfacilitatingsome of theGlobal Education and Workforce Policyteam's most important work, including engagement withkey organizations, associations, governmentagencies.This role will reportdirectlyto theGM, GlobalEducationand Workforce Policy.

The ideal candidate is acontent developer,systems-thinker,avid listener, quick learner,problem-solver, creative, motivated, and personable, capable of building strong relationships, and has a strong drive forpractical outcomes.Ability to communicate well and critical, proactive thinkingarea must.This person should have strong technology skills to supportevangelismof Microsoft's products, services, and positions across a range of collaboration,socialand productivity platforms. In addition, this personmayrepresenttheteam's worktovariousaudiences.



Responsibilities

Policy Analysis & Content Development

  • Research, analyze, and report on policies related to AI, education, and workforce, including funding, frameworks, standards, and guidance.

  • Maintain datasets and tracking systems for AI-in-education and workforce policy developments and implementation status.

  • Support global, regional, and local stakeholders in adapting and localizing policy recommendations, including AI literacy frameworks.

  • Draft policy briefs, reports, memos, and other written materials for internal and external audiences.

  • Prepare presentations, talking points, and briefing materials for leadership engagements, external meetings, and internal planning discussions.

Community, Coalition, & Stakeholder Operations

  • Manage coalition operations, including recruitment, onboarding, andmaintainingpartner and community data.

  • Develop and distribute community communications (e.g., updates, action requests).

  • Run focus groups to gather insights and understand needs from internal Microsoft partners, global field teams, and external stakeholders.

  • Design andfacilitateagendas for convenings, workshops, roundtables, andwebinars.

  • Managesmalleventsend-to-endand large eventsin partnership with internal and external teams.

Program & Cross-teamCollaboration

  • Support Regional Policy Directors across the U.S., EMEA, and Asia with research, analysis, content, and project execution.

  • Partner closely with internal Microsoft teams (Gov Affairs, Elevate, Education, andEngineering teams) to coordinate workstreams and drive alignment.

  • Serve as a connector between the Global Education & Workforce Policy team and field teams, ensuring consistent messaging, context sharing, and feedback loops.

  • Develop projectsummaries, status reports, and other project managementartifactsthat help communicate the status and value of the team's work to a broad set of internal stakeholders.



Qualifications

Required/minimum qualifications

  • Bachelor's Degree in Education or Technology Policy and 2+ years of experience in policy analysis or related area
    • OR equivalent experience.

Additional or preferred qualifications

  • Program management experience preferred.

  • Demonstrated AI literacy subject matterexpertise.

  • Experience in education and/or workforce policy.

  • Research, analysis, writing, and project management skills.

  • Ability togenerate andmaintaintrust, work independently, andmaintainhigh attention to detail in a fast-paced environment.

Government Affairs IC3 - The typical base pay range for this role across the U.S. is USD $85,300 - $171,500 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $111,300 - $187,100 per year.
