About the opportunity

SWCA Environmental Consultants is seeking a Project-Level Natural Resources Project Manager in Austin, TX with experience in natural resource management, biological studies, environmental permitting, and project management.

The candidate chosen to fill this position will have a broad range of skills to work with office Project Managers to support permitting efforts in the land development, federal and state, transmission, renewable power generation, oil and gas, and ecological restoration markets. This position requires the ability to work independently and coordinate with large project teams to support senior project management throughout all phases of a project's life-cycle. The ideal candidate will have experience with all phases of project development including proposal writing, initial constraints analysis, permitting, preconstruction planning, construction, and post-construction operations and maintenance as well as experience managing budgets, invoicing, maintaining project schedules, organizing field schedules, and supporting quality assurance / quality control efforts. There may be opportunities for field assistance as well, but this is not required of the position.

This is a permanent, full-time position, reporting to SWCA's Natural Resource Team Lead in Austin, TX. Hybrid work environments are available.

This requisition can hire at three different levels:

  • Assistant Project Manager - typically with three (3) years of relevant industry experience and expertise
  • Associate Project Manager - typically with five (5) years of relevant industry experience and expertise, including two (2) years of project management experience
  • Project Manager - typically with seven (7) years of relevant industry experience and expertise, including three (3) years of project management experience

What you will accomplish

  • Preparation of key aspects of environmental planning documents, including pre-application activities and project planning; developing project descriptions and supporting documentation; preparing technical reports.
  • Serve as an assistant project manager or task lead on projects of varying size and complexity
  • Work closely with SWCA senior project managers on complex projects
  • Prepare Regulatory Permit Applications to local, state, and federal agencies
  • Communicate effectively and pro-actively with diverse project stakeholders, including regulatory agents, field crews, trade workers, and third parties regarding project status, schedules, and compliance issues.
  • Build new relationships and support the development of client capture plans.
  • Use of strong organizational and communication skills in writing, verbally, and graphically.
  • Lead small, routine projects, processes, or deliverables from start to finish, with oversight
  • Independently perform (or execute through others) routine technical tasks
  • Oversee multiple crews, subcontractors, or work independently to complete tasks, under the close direction of a PM
  • Plan and coordinate project mobilizations
  • Conduct research to support novel problem-solving
  • Prepare scopes and budgets for routine projects
  • Interface with clients and regulators, with supervision
  • In coordination with the Project Manager, organize the report writing and production effort and prepare technical reports.
  • Maintain SWCA's high standard of scientific ethics and quality assurance.
  • Take responsibility for team safety, develop safety plans (when applicable), and anticipate potential safety hazards.

Experience and qualifications for success

Minimum qualifications:

  • Bachelor's degree in Biology, Ecology, Environmental Science, Natural Resource Management, or related life sciences field.
  • Two (2) years of relevant Natural Resources project experience from the private or public sectors.
  • Working knowledge of Microsoft suite of products (Excel, PowerPoint, Teams, and Word).
  • Working knowledge of federal, state, and local permitting laws and processes. (Section 404 Clean Water Act Permitting)
  • Self-starter with ability to quickly learn requirements of multiple projects and develop organizational tools for Project Managers to utilize.
  • Experience providing QA/QC review of field documents, site forms, and reports.
  • Demonstrated primary report authorship for a variety of project types, preferably in an environmental science context.
  • Valid Driver's License with an acceptable driving record.

Preferred qualifications:

  • Masters degree in Biology, Ecology, Environmental Science, Natural Resource Management, or related life sciences field.
  • Three (3) to Seven (7) years of relevant Natural Resources experience from the private or public sectors.
  • Two (2) years of project management experience.
  • Experience in energy generation, transmission, oil and gas pipelines, and/or land development project support.
  • Knowledge of regional flora and fauna, and wetland delineation experience
  • Experience in project management - related tasks

An employee in this Austin, TX based position can expect salary ranges of:

  • Assistant Project Manager -- $30.32/hr. - $38.59/hr.
  • Associate Project Manager --$33.63/hr. - $43.00/hr.
  • Project Manager -- $77.395.00/year - $100,320.00/year

Actual pay within this range may depend on experience, qualifications, geographic location, client requirements where applicable, and other factors permitted by law.
