Job Summary: Responsible for the program management, including performance and execution, of multiple device product programs and workstreams, from Engineering through to low volume manufacture. The role involves significant interaction with software and device Engineering, and with Integrated Supply Chain (ISC). Assures that assigned workstreams and programs meet development timeline obligations within assigned budget and schedule. May serve as primary contact with suppliers and customers on assigned workstreams within programs as directed by the program director. This position typically works under limited supervision and direction from the program director but receives strategic steering and prioritization guidance. Incumbents of this position will regularly exercise discretionary and substantial decision-making authority as deemed appropriate by the program director. Specific assigned tasking includes efforts such as:
Management of supplier relationships to include purchase order issuance and adjustment, engagement with program finance, and oversight of agreed-upon design and development work to ensure adherence to agreed-upon schedules. Management of overall design, test, and build efforts for devices (initially the FEnX fare gate) and device subsystems, to include supplier management, demand raising and purchase requisition creation, purchase order issuance, and on-time delivery of test and production paddles. Management of station-specific installation requirements, including emergency open systems, networking and power, to include any and all procurement efforts, development of and adherence to schedule for design, test, and production/delivery for installation. Serving as the primary on-site point of contact in Tullahoma on behalf of the program director for the near-term production and manufacturing, for customer pilots, and other near-term deliveries as required. Resolution of obstacles through prototype manufacture and low rate production, including the timely resolution of change orders, supply and purchasing issues.
Essential Job Duties and Responsibilities:
Manages programs and workstreams in accordance with the Cubic Corporation and Cubic Transportation Systems policies, procedures and department instructions. Ensures that Engineering to Production efforts are performed in the most efficient and cost-sensitive manner. May serve as primary contact with suppliers and customers on assigned programs and workstreams. Leads workstream execution to meet technical performance within cost and schedule. As assigned by the program director, manages, oversees, monitors and directs all elements of assigned program activities from inception to completion including some design, procurement, subcontracting, manufacturing, testing, delivery, installation and acceptance of products. Establishes milestones for assigned workstreams and controls adherence to program master plans and schedules. Effectively manages the assigned workstreams/programs within a matrix or project organization, under the direction of the program director. Familiarity with financial management tools to ensure that development efforts are conducted within assigned budgets. Familiar with earned value measurements of program plans versus actual achievements, schedules and costs. Manages and coordinates all activities associated with the procurement, manufacturing, and shipment of device product deliverables. Hands-on working knowledge of SAP system to include ability to manage material demand (when necessary) but primarily to serve as the primary program point of contact for material demand status engaging with the ISC organization. Actively pursues program risk reduction on the assigned program; identifies program issues with sufficient lead for timely resolution.
Minimum Job Requirements: Four-year college degree, or equivalent, engineering or business, plus a minimum of six years of experience including four years of project engineering/management, program management or other supervisory responsibility. Proven ability to work within cross-functional program teams. Ability to effectively communicate verbally and in writing, and make presentations and conduct negotiations with customers, subcontractors and suppliers. Requires knowledge of government procurement, contracting, and standards and specifications. Significant working knowledge of engineering, operations (procurement, subcontracting, and manufacturing), system integration and test, quality assurance, configuration management, logistics, contract administration, standard business practices, and finance. Advanced leadership and analytical skills to organize, plan and direct a program. Effective interpersonal skills to lead in sensitive, and/or complex situations. Ability to make effective presentations before groups of senior executives, including governmental agencies. Cubic Pay Range: $96,400.00 - $179,000.00 + benefits.
