Job Announcement

This position is administrative in nature with supervisory and operational tasks and is responsible for the ultimate performance of a childcare team of 15 professional childcare workers. On a shift basis, provides supervision and oversight for the assigned team. Performs liaison functions with other county agencies, parents, probation counselors and other allied professionals. Ensures the physical well-being of residents, staff and visitors; oversees facility maintenance and security. Ensures the emotional well-being of residents.

The primary focus of this position is the safety, security and welfare of approximately 66 maladjusted youth placed in the Detention Center before the court for delinquent offenses. Ensures staff adherence to detailed policy and procedural issues; provides staff with training and guidance in the performance of their assigned duties; provides staff with training and guidance to ensure the proper handling of physical and emotional crisis involving residents.

Identifies, develops, implements and monitors policy and procedures specific to the operation of the Detention Center; ensures program compliance with the Virginia Department of Juvenile Justice Regulations, and Center, Agency and County Operational Procedures. Conducts staff performance evaluations; participates in new hire selection process and training.

On a shift basis, reviews all completed intake files for accuracy and completion; acquires information on new residents with special needs and attention from parent/guardian. Ensures that all required information is supplied and updates all information in the Residential Services Information System (RSIS). Develops Red Flag Sheet updates- disposition information, court instructions and special notes. Oversees appointment/sentencing calendar - Schedules appointments, confirms release dates (verifies with parents release date and intended pick-up); oversees discipline process (of staff and residents); oversees all floor activity.

This position works under the general supervision of the Assistant Superintendent for Detention Services (Probation Supervisor II).

Schedule: This employee works a 3-week rotating schedule (7A-3P & 3P-11P) including weekends and holidays. This position will periodically be meet with senior JDC and gency administration employees to discuss work related issues.

This position is considered Emergency Service Personnel for purposes of continuity of operations and is required to report to work as scheduled during inclement weather or other emergency situations.

Supervises daily operations of the unit, including work schedules, assigns and manages the workload, and maintains statistical records for the unit;

Actively participates in the selection, orientation, training and performance management process which includes evaluating performance, identifying goals and objectives, recognizing staff achievements, and coaching staff in overcoming performance or skill deficiencies;

Evaluates and recommends changes in policies, procedures, and operations;

Assigns and reviews cases and records maintenance;

Keeps records and prepares reports;

Testifies in court and provides required written reports on adjustment and compliance with court orders.

Required Knowledge Skills and Abilities

Ability to interpret laws, rules, and regulations related to probation work and victim services;

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") A master's degree in social/behavioral sciences, law enforcement, or education; plus, three years of professional experience in probation/court services work.

CERTIFICATES AND LICENSES REQUIRED:

  • Medication Management (Required within 6 months)
  • Driver's License at the time of application
  • CPR/First Aid (Required within 30 days)
  • Handle With Care (physical restraint procedures and techniques) (Required within 30 days)

NECESSARY SPECIAL REQUIREMENTS:
  • This position is considered Emergency Service Personnel to ensure the continuity of essential operations, and will be required to report to work during times designated countywide as approved for unscheduled leave regardless of the emergency situation (i.e., weather, transportation, other disaster).

PREFERRED QUALIFICATIONS:
  • Thorough Knowledge of the Virginia Department of Juvenile Justice (DJJ) regulations governing the operation of a Secure Juvenile Detention Center, thorough knowledge of the Detention Center's policy and procedures and the overall operation of the Detention Center's Security Systems, including CCTV, PIPE System, all data base driven systems.
  • Familiarity with the Code of Virginia (VCC) as it relates to placement of youth in a Secure Detention Center.
  • Experience in performing managerial and supervisory work in the Juvenile Justice System.
  • Knowledge and experience operating a Secure Juvenile Detention Center at the managerial level; policy and procedure development.
  • Knowledge of current treatment approaches for addressing a host of
    adolescent issues including mental health and substance abuse concerns.
  • Should be a proven leader and possess skills in program management.
  • Possess excellent customer service and effective communication skills.
  • Professional experience in Juvenile Justice, including supervisory
    experience and managerial experience; conducting operations in a
    Juvenile Detention Center.
  • Proficient in the use of MS Office software (Word and Excel)
PHYSICAL REQUIREMENTS:
  • Job is generally sedentary in nature, however the position does require walking and standing, visual and auditory acuity is required to read data on computer monitor, incumbent must be able to operate keyboard driven equipment.
  • Must communicate with others.
  • Employee may be required to lift up to 15 pounds.
  • Ability to operate a motor vehicle.
