Since 1977, the Fairfax County Department of Transportation (FCDOT) has served the Fairfax County community by enhancing mobility, safety, and the quality of life of residents, businesses, and visitors through planning, coordinating, funding, implementing, and sustaining a multimodal transportation system. FCDOT is seeking a motivated, highly qualified, and public service-oriented engineer to join the Transportation Design Division.
Serving as a Transportation Design Project Manager, this position is primarily responsible for overall project management and contract administration for multiple multimodal transportation improvement projects. In a dynamic and quickly evolving environment, this position will provide a challenging and rewarding experience for an individual invested in achieving the county's strategic transportation goals.
Responsibilities include:
- Providing engineering support during project design, land acquisition, and construction phases for assigned projects, including coordinating with the Virginia Department of Transportation (VDOT), county departments, and other regulatory agencies;
- Preparing, monitoring, and managing project budgets and schedules to ensure assigned projects are completed on time and within budget
- Reviewing and negotiating design task order contracts including invoice reimbursements;
- Reviewing consultant deliverables, including design/construction plans, technical reports, studies and specifications, plats, and estimate to ensure projects meet all applicable engineering standards and requirements;
- Reviewing comments/concerns on the design plans and technical reports from regulatory agencies and coordinating with the consultants to ensure they are adequately addressed;
- Preparing in-house engineering design of transportation improvement projects under supervision;
- Identifying potential problems and responding to public in a timely manner to resolve citizen concerns;
- Preparing status reports, meeting summaries, letters, official items for Board of Supervisors' consideration, and other documents as required;
- Preparing presentations and presenting project design to senior leadership, elected officials, citizens and other audiences, as required to meet specific audience needs;
- Attending project-related design field inspections, utility field inspections, pre-construction and construction meetings, and monitoring construction progress to ensure conformance with the project design;
- Attending other project-related meetings, both in-person and virtual, including occasional evenings and weekends; and
- Performing other tasks as needed.

MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus, three years of progressively responsible professional experience in the appropriate engineering or architectural field.
CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a driving record check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
- Bachelor's degree and five (5) years of experience in multimodal transportation project design, particularly bike and pedestrian walkway/trail facilities, spot intersection improvements, and/or roadway design.
- Knowledge of and experience with local, state and federal standards, guidelines and policies including Fairfax County Public Facility Manual and VDOT design standards, manuals and specifications.
- Strong computer skills and experience with AutoCAD Civil3D and/or MicroStation, and Microsoft Office applications.
- Engineer-In-Training certificate or Professional Engineer license, or related certification, such as Certified Construction Manager (CCM), Project Management Professional (PMP), VDOT Locally Administered Projects (LAP) Certification, Designated Plans Examiner (DPE), or DEQ Certified Stormwater Management Plan Reviewer.
- Demonstrated experience in managing or supporting transportation projects, including at least one project with a budget exceeding $5 million.
- Ability to work independently with strong organizational, and project management skills, including prioritizing, managing multiple projects and meeting project schedule.
- Strong written communication skills, including ability to prepare presentations, technical and/or non-technical memoranda, letters, meeting minutes and other correspondences.
- Strong oral communication skills in presenting complex engineering design to elected officials, county staff, and the community.
- Strong interpersonal skills and demonstrated ability to establish and maintain positive working relationships.
PHYSICAL REQUIREMENTS:
Work is primarily sedentary. Ability to perform field investigations of transportation design projects Ability to stand, stoop, bend, stretch, walk, climb, sit, kneel, crouch, reach, crawl, lift and handle materials with manual dexterity. Ability to lift up to 25 lbs. Ability to input, access, and retrieve information from a computer. Visual acuity to review detailed drawings, plans and documents. Ability to walk, negotiate or traverse property sites that may be undergoing construction or having terrain that is not level. Work requires performing tasks in adverse weather conditions. Ability to travel to various locations throughout Fairfax County to provide coverage, attend meetings and trainings. Ability to operate a motor vehicle. All duties performed with or without reasonable accommodations.
