The expected hiring range for this position is:

$124,800.00-$164,200.00.

About the Role:
Fermi Forward Discovery Group, LLC (FFDG) manages and operates Fermilab on behalf of the US Department of Energy Office of Science (DOE). Within FFDG, the Finance Division provides safe, efficient, effective financial operations in support of the Laboratory's high-energy physics program in accordance with all laws, regulations, and DOE requirements. Within the section, the Procurement Department is responsible for acquiring goods and services for the entire Laboratory. It provides helpful, professional support for all procurement requirements from the development of initial plans and requirements to subcontract closeout.

This Procurement Manager role requires a strategic thinker with an acute understanding of the market, suppliers, and products to ensure that goods and services are procured at the best possible terms for Fermi Forward. These responsibilities are accomplished in cooperation with internal customers, FRA project teams, support personnel, subcontractors, and DOE, in accordance with established procurement policies and procedures, contract law, commercial practice, and applicable federal procurement regulations.

This role will execute known or anticipated opportunities in the acquisition of goods and services while contributing to cost savings, partnerships with suppliers and other value-added activities to support the work of the Laboratory, primarily for custom fabrications for use in scientific endeavors.

What will your day-to-day as a Procurement Manager at Fermilab look like:

  • Provide strategic support and leadership to the procurement organization, develops departmental plans, controls resources and acts as primary procurement contact for FFDG projects.
  • Plan and develop subcontracting requirements, provides guidance and recommendations to Project Managers, project team members, senior Laboratory Managers, and other Laboratory customers, and guides Procurement team members throughout this process.
  • Develop mitigation plans to ensure FFDG compliance and self-assessment activities, such as the Balanced Scorecard and DOE Fermi Site Office (FSO) audits. Ensures team compliance with the prime contract and applicable acquisition regulations; analyzes and makes recommendations based on Procurement metrics gathering and reporting.
  • Communicate the Laboratory mission, Procurement goals, specific project acquisition objectives, and support their implementation through the execution of processes that guide the long term and day-to-day operation of FFDG Procurement.
  • Communicate essential information between Procurement leadership, project managers and the Procurement staff, in a timely and effective manner.
  • Lead project meetings in conjunction with Project Management, and other project related groups. Continuously interacts with subcontractors.
  • May provide people supervision or leadership of a team including hiring, promotions, performance reviews, training, disciplinary actions, team exits, and other duties as assigned.
  • Perform other duties as assigned by supervisor.
  • Abide by and is responsible for performing all duties in accordance with all environmental, health and safety regulations and practices pertinent to this position

Skills and Attributes for Success:

  • Bachelor's Degree in Business, Procurement, Supply chain, Engineering, Finance or Economics and 10+ years of experience.
  • Desired, but not required: Professional certification, such as Certified Procurement Manager (CPM), Certified Federal Contracts Manager (CFCM), Certified Professional Contracts Manager (CPCM) or a Master's Degree in Business or MBA.

Applicable Knowledge, Skills and Abilities Required:

  • Experience supporting the procurement requirements of large scientific projects and Laboratory operations.
  • Effective communication skills and supervisory experience.
  • Preferred experience working with a government contractor.

  • Hybrid: is a work arrangement in which an employee as part of an ongoing regular schedule, works at an alternative worksite in the United States (e.g., an employee's residence) on some days and at the primary worksite on other days.
