Technical Advisor, Data.FI (Spanish Speaking) About Palladium:

This Opportunity:
Palladium is currently seeking a fluent Spanish-speaking US based Technical Advisor (TA) to support implementation of the Translating Data for Implementation (Data.FI) award in Central America. Data.FI is a global project funded by the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) and the State Department.
Data.FI partners with PEPFAR programs to accelerate and sustain access to high-quality data to expedite HIV epidemic control and maintenance. Data.FI supports host country governments to enhance existing health information systems (HIS) and conduct in-depth analysis of epidemiologic and program data to inform management responses to gaps in programming and sustain impact by supporting local partner transition.
The TA role involves providing strategic and technical guidance to strengthen health information systems and data use and analytics at the country level. The TA will collaborate with project teams and stakeholders to plan, implement, and optimize data systems, ensuring compliance with technical standards and best practices. Responsibilities include advising on governance frameworks, supporting software development and interoperability, leading training initiatives, and contributing to continuous improvement of program quality and operational efficiency.
This is a project role with duration until September 30, 2026.
Location and Compensation:
The position is based in Palladium's Arlington, VA office within our Americas region.
Palladium supports a hybrid working model with 3 days in office, 2 days from home.
For our prospective employees in the United States, please note that the full-time equivalent annual base salary for this position is expected to range from $105,000 to $115,000.
Please be advised that a final salary offer will be based on various factors, including but not limited to your qualifications, education, experience, skills, seniority, performance, and Palladium's business or organizational needs.
Reporting Lines:
- The Technical Advisor will report directly to the Senior Regional Manager, Latin America & the Caribbean (LAC), Data.FI
Primary Responsibilities:
- Collaborate
with project teams to advise, plan, develop, coordinate, and implement programmatic workplans related to data systems, ensuring high-quality execution of activities
- Provide
guidance to clients on the design and implementation of country-level enterprise architecture for strengthening information systems. Recommend methods and procedures to enhance governance frameworks and improve coordination between end-users and developers. In partnership with the Technical Director and Senior Regional Manager, LAC, develop standard operating procedures (SOPs) and lead training and implementation efforts as required
- Review
and validate technical designs, indicator frameworks, dashboards, interoperability architectures, and analytical methodologies to ensure quality, feasibility, and alignment with global best practices
- Advise
on indicator prioritization, data quality improvement approaches, analytical methods, and interpretation of results to ensure data products support decision-making
- Provide expert
input on system design, interoperability standards, data exchange models, and hosting options to ensure scalable and sustainable solutions
- Engage
with clients and stakeholders to plan, implement, review, and report on project activities, including requirements analysis, software development lifecycle, vendor selection and negotiation, stakeholder engagement, capacity building, and strategic informatics
- Maintain
accurate and up-to-date project documentation, including schedules, architectural diagrams, and training materials
- Work
closely with project and country teams to identify effective approaches for data capture and visualization. Collaborate with in-country/regional experts in areas such as software development and data interoperability to evaluate options and present recommendations to in-country counterparts
- Provide
technical support to country teams with a focus on client and partner engagement, ensuring compliance with technical standards, managing risks, and advancing sustainable business strategies
- Contribute
to continuous improvement of program quality and operational efficiency by supporting global, regional, and country-level initiatives, including the development and refinement of SOPs, tools, and templates
- Ensure
all technical work aligns with USG expectations, Ministry of Health priorities, and regional data governance frameworks, supporting sustainability and government ownership
- Complete other duties
as assigned
Essential Criteria:
- Bachelor's degree in Information Systems, Technology, or Computer Sciences with at least 7+ years of relevant professional experience; Masters preferred
- Fluency in Spanish is required
- Proven experience managing projects or activities requiring strong organizational, financial, and managerial skills
- Deep understanding of health information systems within Health Information Exchange (HIE) architecture, including the ability to leverage data from open-source global goods such as DHIS2, OpenLMIS, iHRIS, OpenIMIS, OpenMRS, and CommCare
- Demonstrated experience in developing integrated information systems that consolidate data from multiple sources, coupled with effective engagement of government ministries or other key stakeholders responsible for those data streams
- Experience supporting implementation of U.S. Government (USG) or other donor-funded projects
