Pay Range:

$79,920 - $117,312

$79,920 - $97,848 Annually for the E01.1 level

$95,820 - $117,312 Annually for the E01.2 level

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage. Job Description

We have an opening for a Business Analyst to work in a dynamic and fast-paced environment. You will be responsible for administration of Document Control Systems (DCS), coordination of document development and lifecycle management processes, and supporting the implementation of quality assurance implementing NNSA Weapon Quality Policy. You will monitor document review cycles, record retention policies, safeguard information, and ensure completeness and accuracy of programmatic and quality assurance records and ensure effective tracking, archival and retrieval of documentation and data. This position is in the Defense Technologies Engineering Division (DTED) supporting Weapon Technologies and Engineering (WTE) Quality Assurance (QA) for nuclear weapons design, production, and surveillance.

This position will be filled at either level depending on your knowledge, skills, and experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.

In this role you will

  • Provide support of unclassified and classifiedquality assurance and program-specific technical documents.
  • Serve as administrator for Enterprise Lifecycle Management(ELM) (Unclassified and Classified) Configuration Management System Product Folders and Libraries, manage system access, consult, and provide training to end users, promote effective utilization, maintain and oversee filing of electronic documents.
  • Apply related skills, policies, and procedures to develop and implement program document control strategies to solve multi-faceted challenges, support implementation of new initiatives and quality implementing procedures. This includes collaborating and interacting with all levels of department personnel to assess, develop, promote, and maintain electronic department retention processes.
  • Assess requirements and make recommendations to develop and implement new content management tools, including document routing workflows, forms, and process improvements.
  • Assist in the development of documents, editing and formatting services for program reports, quality implementing procedures, webpages, presentations, data forms, and other programmatic documentation. Ensure clarity of content, consistency of format and accuracy of grammar.
  • Assist WQA Manager with periodic review cycle of WQA documentation, as well ascoordinating Institutional document stakeholder advisory group (SAG) reviews.
  • Perform other duties as assigned.

Additional job responsibilities, at the E01.2 level

  • Apply related skills, policies, and procedures to develop and implement program document control strategies to solve multi-faceted challenges, support implementation of new initiatives and quality implementing procedures. This includes collaborating and interacting with all levels of department personnel to assess, develop, promote, and maintain electronic department retention processes.
  • Assess requirements and participate in defining current process flows and identify and recommend improvements to develop and implement new content management tools, including document routing workflows, forms, and process improvements.
  • Serve as a designated lead for a variety of team projects and continuous improvement initiatives.
  • Perform data extraction, reporting and analysis to evaluate the health of the WQA program and provide metrics content for use in the annual management review and metrics report.

Qualifications
  • Ability to secure and maintain a U.S. DOE Q-level security clearance, which requires U.S. citizenship.
  • Associate degree in business or related field or equivalent combination of education and related experience.
  • Comprehensive knowledge of and experience applying best practices in support of document control and records management, including development of document routing workflows, life cycle management, and archival processes.
  • Proficiency working in Windchill Enterprise Lifecycle Management-Unclassified/Classified (ELM-U/-C) environment for creating records, uploading, review, approval, requests for revision, and release in ELM-U/-C, as well as proficiency with Microsoft cloud-based software (SharePoint, Teams, OneDrive), Microsoft Office Suite, Adobe Acrobat, and one or more Electronic Document Management Systems, and/or in the use of related computer applications.
  • Comprehensive knowledge and understanding of classified document control, email, and computing procedures.
  • Experience with the fundamental use and integration of Power BI.
  • Understanding of standards, procedures, and techniques related to quality assurance documentation.
  • Ability to collaborate with others and work as a team; recommending and communicating process improvements, includinguse of problem-solving skills to resolve issues.
  • Experience with multi-tasking in a dynamic work environment under time constraints with general task definition and changing priorities.

Additional qualifications at the E01.2 level

  • Bachelor's degree in business or technology area or equivalent combination of education and related experience.
  • Proficiency in working effectively as part of a multi-disciplinary team in a technical support environment using computer systems to manage complex data collections.
  • Advanced experience using MS Office business applications and web-based collaborative platforms, such as SharePoint, Teams, Word, Excel, Visio, Power BI. Experience using Adobe Acrobat Pro.

Qualifications We Desire

  • Knowledge and understanding of applicability of NNSA Weapons Quality Policy, NAP 401.1A, DOE O. 414, and familiarity with Defense Programs Business Process System (DPBPS) documents.
  • Experience with database entry of data records and controlled documents.

Security Clearance
