The Alaka`ina Foundation Family of Companies (FOCs) is looking for a Biocontainment Engineering Technical Specialist to provide technical support to our government customer located in Ft. Detrick, Maryland. Individuals shall maintain a comprehensive knowledge of electrical, structural, mechanical equipment, engineering principles, Heating, Ventilation, and Air Conditioning (HVAC), plumbing and heating systems and Building Automation Systems. The Technician shall serve as a primary mentor to junior staff members entering the BSL-3 & BSL-4 containment suites and support scientific research personnel and facility management personnel operating within BSL-3 and BSL-4 environments as needed. DESCRIPTION OF RESPONSIBILITIES:
- Shall have the technical competence to replace air lock door gaskets, perform lock smith duties, vent valves, chemical shower devices, chemical injection nozzles, exhaust filters, water filters, animal watering filters, P-Traps, lighting, electrical switches and covers within BSL-3 and BSL-4 containment environments.
- Provides Containment and Decontamination program leadership and support. These duties include decontamination consultation, awareness, decontamination safety notification assurance, decontamination team support, program documentation for maintenance, containment integrity support and verification and quality assurance support for decontamination and biocontainment team members. Act as the primary FMO bio-containment specialist, understand, oversee, and provide comprehensive training to junior BPRP enrollees throughout the mentorship process.
- Provides technical leadership for multidiscipline trades advising and providing consultation to conduct a variety of duties which include numerous skills in a variety of trades to include, but not be limited to structural work, sheet metal work, welding, steam fitting, fabrication, hydraulics, hot/cold water systems, electrical condensate pumps, pressure powered pumps, heat recovery pumps, vacuum pumps, instrument air, breathing air and laboratory air systems with specific emphasis on systems supporting BSL-3 and BSL-4 containment operations.
- Prepares mechanical maintenance reports by collecting, analyzing, and summarizing information and trends. Maintains technical knowledge by attending educational workshops; reviewing technical publications; establishing personal networks. Maintains continuity among work teams by documenting and communicating actions, irregularities, and continuing needs. Ensures safe and clean working environment by complying with procedures, rules, and regulations. Contributes to team effort by accomplishing related tasks as needed.
- Preparation and decontamination of BSL-3 and BSL-4 airlocks, preparation and decontamination of BSL-3 and BSL-4 HEPA filter housing, cleaning airlocks and penthouse spaces after decontaminations as well as airlock washdowns
- Work assignments may include mechanics, electrical, steam fitting, plumbing, HVAC, and general repair and maintenance, sheet metal work, acetylene welding, and/or cutting. Work involves the complete assembly/disassembly of equipment and replacement of worn parts. Installs, relocates, removes, modifies, and performs maintenance, preventive maintenance, cleaning, troubleshooting and repairs on mechanical equipment with primary focus on equipment supporting BSL-3 and BSL-4 containment integrity.
- Continuous monitoring and ongoing inspections and repairs of BSL-3 and BSL-4 spaces. Act as the primary responsible individual for Planning, Organizing, Carrying Out, and Documenting quarterly maintenance in all containment spaces.
- Shall perform after-hour, emergency call back, and variable work schedules as required. Response time for call-ins shall be within one hour of notification. Emergency response capabilities must include immediate availability for BSL-3 and BSL-4 containment system failures or breaches.
- Examines and troubleshoots to determine the extent of repairs required, materials or parts needed, and to estimate the time required to complete repairs. They disassemble, repair, and rebuild component parts of general industrial plant equipment, such as pumps, motors, overhead rollup doors, lift gates, air compressors, pop-up bollards and barriers and motorized slide gates.
- Independently work with little to no supervision on various types of industrial machinery and equipment or install new machinery and equipment. Properly anchor building equipment and machinery to foundations. Assures that work assignments, procedures, sequence, methods, and deadlines are completed on time.
- Normally works directly with the requestor for the duration of the assignment (although most requests will come through the Facility Management Office/COTR) and is responsible for independently planning and carrying out the assignment based on an understanding of the purpose and use of the end item. Equipment Maintenance, Technical Understanding, Deals with Uncertainty, Basic Safety, Power Tools, Attention to Detail, Flexibility, Job Knowledge and Productivity. Workload will usually involve an average of 34 unscheduled and scheduled work requests per month worked in part or whole, including assessment, coordination, action, troubleshooting, identifying required repair parts and completing paperwork for DMLSS tracking.
- The FTE shall serve as the primary mentor and trainer for junior BPRP-enrolled employees, providing:
* Comprehensive orientation to BSL-3 and BSL-4 containment protocols and procedures * Hands-on training in biocontainment engineering systems and maintenance procedures * Ongoing oversight and professional development support throughout the mentorship process * Documentation of training progress and competency assessments * Ensuring all mentees achieve required certifications and maintain BPRP compliance - Other duties as assigned by supervisor.
REQUIRED DEGREE/EDUCATION/CERTIFICATION:
- OSHA-Approved Forklift Operator Certification
- HEPA Filter Certification
- Biological Personnel Reliability Program (BPRP) enrollment and maintenance
- Formaldehyde Program certification per 29 CFR OSHA 1910.1048
- Paraformaldehyde handling certification
- BSL-3/BSL-4 access authorization per AR 50-1
- Hepatitis B negative status and bi-annual TB testing compliance
REQUIRED SKILLS AND EXPERIENCE: Ability to interpret and apply the requirements contained in technical manuals, shop directives, multi-view blueprints, and other documents in determining critical dimensions and key reference points with special attention to containment-critical systems and components. REQUIRED CITIZENSHIP AND CLEARANCE:
- Must be a US Citizen.
- Must be able to obtain/maintain BPRP status and BSL-3/4 access in accordance with AR 190-17 and local policies.
- Must be able to obtain/maintain a DoD SECRET clearance.
