As a member of the Community Development Institute in the program area of Community Economic Development, the Housing Educator designs, delivers, and evaluates research-based educational programming and services aligned with the position's programmatic focus: using a community-driven approach to address local community housing needs in an effort to improve economic resiliency and overall quality of life. Ongoing efforts in coordination with Bayfield County will include:



  • Assessing housing market-related dynamics such as demand, supply, inputs (e.g., building supplies, labor, interest rates), population change, workforce needs, housing development strategies, and how these dynamics lead to different needs, outcomes, and appropriate goals.

  • Providing guidance to communities as they navigate the complexities of housing development (e.g., dynamics between community, developers, and funders; coordination of public-private interests and investments; pulling and supplying necessary data to inform grant applications, housing policies, and development decisions).

  • Building organizational capacity among local governments to address emerging housing needs.

  • Developing regional collaborations, partnerships, and educational responses (e.g. workshops, peer networks, facilitated processes) that meet these challenges and focus on working with state, local and tribal agencies to address housing challenges through community-led processes.



Housing is a crucial element of community economic development with many complex considerations from affordability to quality to diversity and is a central issue to the attraction and retention of community members. This position will emphasize helping communities navigate and coordinate housing development processes in partnership with the Bayfield County Community Development Educator, Bayfield County Administration, WHEDA and other organizations, and local governments. Initial focus will include:



  • Implementing community-based solutions and programs to support housing initiatives, including: small developer engagement, cross-community coordination for new/scattered development, addressing housing-focused zoning needs, and responding to housing development inquiries.

  • Supporting communities through the process of identifying development needs and target populations, engaging developers, issuing RFPs, etc.

  • Developing communication strategies to build equitable community awareness and fluency around housing needs and solutions.


County Location

The main office for this position is located in Washburn, WI and the primary programming focus is Bayfield County; however, some programming may also be conducted over a broader geographical area.

In Person

It is anticipated this position requires work be performed in-person, onsite, at a designated campus work location.


FTE

This position is part-time, 50%

Evening/Weekend Work

This position may be required to work occasional nights and weekends to meet the program needs and priorities of the communities served.

Travel Expectations

It is expected that employees will make individual arrangements for transportation adequate to meet position responsibilities and essential job functions. Read more about UW-Madison Driver Authorization.

Key Job Responsibilities:
  • May assist with the monitoring of outreach program budget spending
  • Leads the implementation of programs, policies, and procedures through oversight of day-to-day activities for program staff and student and community volunteers
  • Identifies, promotes, and maintains external partnerships to support the outreach program
  • Schedules and secures resources and communicates logistics in support of an outreach program
  • Delivers outreach program content and materials to community members
  • Communicate plans, activities and achievements to Area Extension Director, Program Managers, partners and relevant stakeholders

  • Researches, develops, and facilitates outreach program content and materials
  • Develops and evaluates curriculum and programs and provides recommendations for improvement

We work with and support community economic development practitioners and organizations, tribal and governmental entities, and business and nonprofit organization and help gain access to the information, research, education, and technical assistance necessary to make informed decisions.

Compensation:

The minimum annual (12 months) full-time starting salary for the position is

$59,603 but is negotiable based on experience and qualifications.

This is a part-time position, which means actual salary earned will be prorated based on FTE (full-time status). At 50% FTE, the person hired can expect to receive 50% of the advertised salary. Please note that some benefits such as paid time off will be prorated by appointment percentage.

  • Work experience relevant to the programmatic responsibilities of the position

  • Ability to communicate effectively using a variety of methods and technology

  • Demonstrated skills in interpreting, utilizing and applying evidence-based information and research findings

  • Ability to foster and contribute to a positive work climate and effective teamwork and collaboration with colleagues, advisory groups, audiences, and partners

  • Demonstrated ability to effectively work with people from a wide range of backgrounds and perspectives


Preferred Qualifications:

  • Three or more years of professional experience relevant to the programmatic responsibilities of the position

  • Strong interpersonal skills and demonstrated ability to build and maintain professional work environments

  • Experience managing multiple tasks, timelines, and schedules while maintaining high quality work

  • Demonstrated experience developing effective partnerships or coalitions with community partners and local governments


Education:
Required Education

Bachelor's degree in a field relevant to the programmatic responsibilities of the position

Preferred Education

Master's degree in a field relevant to the programmatic responsibilities of the position
