Overview The Project/Program Department Manager is responsible for oversight of costs, schedules, and executive reporting for capital projects/programs and provides managerial direction to maximize the effectiveness of the organization. Coordination may include partnerships with Gas Operations, Gas Engineering, Central Engineering, Financial Planning and Analysis, Customer Operations, and Regional and Community Affairs as well as external stakeholders, as needed. Success in this role will be providing the leadership, direction, and motivation necessary for the organization to successfully complete projects and programs within budget.Requires proven team leadership experience. In addition, candidate must have experience in managing multi-disciplinary projects. Requires excellent analytical skills, strong problem-solving skills while maintaining a focus on promoting teamwork and time sensitive responses. Candidate must have a strong understanding of utility financials and be familiar with the company's capital budget process.
Responsibilities
Core Responsibilities
- Project/Program Administration: Provides direction and oversight to ensure that all projects are administered in compliance with company procedures. Closely monitor the drivers of changes on projects and develop strategic initiatives to mitigate budget impacts.
- Project Coordination: Provide overall direction associated with the coordination of planning activities with user groups, Engineering, EH&S, Supply Chain, Area Gas, Construction Management, and governmental agencies to ensure the constructability and sequencing of work supports the schedule to meet the project objectives.
- Planning and Budgeting: Guide and oversee the establishment of performance indicators, the planning and budgeting activities of the department and integrate them with the Business Plan/Corporate Objectives. Develop resource requirements with Project Managers and prioritize requirements for projects and programs. Track and monitor the Key Performance Indicators (KPIs) and ensure all goals are attained.
- Training/Development: Work with Project/Program Managers and Project Specialists to ensure they are developing their knowledge of project management, budgeting, and scheduling.
- Reporting to executive team regularly on progress of projects/programs and budget.
- Performance Management: Oversee the project/program managers with respect to administrative functions such as time reporting, performance management, and career development.
- Perform other related tasks and assignments as required.
Qualifications
Required Education/Experience
- Bachelor's Degree and 8 years full time related work experience.
Preferred Education/Experience
- Master's Degree and 6 years full time related work experience.
Relevant Work Experience
- Must have eight (8) years of experience in utility operations. Required
- Minimum of six years of managing complex projects and programs. Required.
- In depth knowledge of codes, standards and procedures related to the companys gas distribution system. Required
- Experience working with complex projects and programs across the service territory. Ability to effectively interact with all levels of management as well as with the customer, customer representatives, trade organizations and governmental agencies. Required
- Extensive knowledge of Project Management process. Required
- Experience in Microsoft Office applications. Required
- Ability to exercise independent judgment and render sound business decisions. Required
- Being well organized, detail oriented, flexible to handle multiple assignments and able to meet deadlines. Required
- Project Management Professional certification. Preferred
Licenses and Certifications
- Driver's License Required
Additional Physical Demands
- The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
- Must be able and willing to travel within Company service territory, as needed.
- Must be able to work in various field locations and support Gas Operations during emergencies.
