ESSENTIAL FUNCTIONS



  1. Provides leadership in attracting, retaining, and developing an engaged workforce in the delivery of superior services to County residents and businesses.
  2. Directs the work of and manages subordinate staff. Facilitates the selection of new employees. Provides training, instructions, and ongoing training needs. Assigns tasks, reviews work, and prepares performance evaluations. Provides staff coaching/counseling. Recommends employee transfers, promotions, disciplinary action, and discharge to the Director.
  3. Provides leadership and management to all assigned staff.
  4. Serves as the County Land Information Officer (LIO) with associated statutory functions and duties-Section 59.72(3).
  5. Directs staff technical assistance to other municipalities within the County as needed; oversees internal services provided to the County Board, Land Information Council, and other governing bodies.
  6. Researches, recommends, develops, and implements policy and procedures for operational effectiveness, sustainability, and safety. Monitors personnel for efficient and effective application of department policies, procedures, and standards.
  7. Develops work plans and strategies to meet operational needs--both short-term and long-term; develops and directs the implementation of goals, objectives, policies, procedures, and work standards to ensure success. Ensures proper implementation and that the County conforms to related legislative requirements.
  8. Administers, plans, coordinates, and implements Land Information Division programs, policies and procedures according to Dodge County Land Information Plan (Land Records Modernization Plan) or as otherwise directed.
  9. Oversees programs, policies, procedures, and standards relating to maintaining PLSS section corner monumentation and ensure ability for private surveyors to accurately locate property in Dodge County.
  10. Responsible for the processing of real property information as provided from Register of Deeds and local and state sources.
  11. Oversees tax parcel mapping and GPS data collection to support accurate property assessment and collection of taxes.
  12. Compiles statistics and analyzes data to monitor program performance, services, resource availability, and staffing needs.
  13. Assists in preparation of the department budget as it relates to land information services; monitors and tracks budgets as well as project budgets; authorizes expenditures.
  14. Prepares grant applications and reports and maintains and updates Dodge County Land Information Plan (Land Records Modernization Plan) per Section 16.967(7) and Section 59.72 (3)
  15. Serves on the Land Information Council to develop long range and comprehensive land information program planning.

REQUIRED JOB COMPETENCIES



  • Comprehensive knowledge of Geography, Cartography, and Geographic Information Systems: theories, principals, and standard best practices.
  • Knowledge of modern mapping software including commercial GIS, open source GIS, and CAD platforms
  • Knowledge of GIS/Database management, Asset management, and reporting software.


  • Knowledge of cartographic and survey-related concepts and techniques including Public Land Survey System (PLSS), GPS, LiDAR, orthophotography, coordinate systems, and map projections.
  • Knowledge of terminology used in various documents affecting ownership, assessment, and property location.
  • Knowledge of terminology used in real estate and personal property assessment and tax rolls.
  • Knowledge of the County and Department's operating requirements, policies, procedures, and practices; and local, State, and Federal regulations related to department programs and operations.
  • Knowledge of principles and practices of budgeting, fiscal management, project management principles, and techniques.
  • Ability to effectively utilize the principles of strategic and long and short-range planning.
  • Skill in analyzing complex administrative information and issues, defining problems and evaluating alternatives, and recommending methods, procedures, and techniques for resolution of issues.
  • Ability to research and analyze detailed information and make appropriate recommendations.
  • Ability to develop department goals and objectives.
  • Ability to plan, develop, implement, and evaluate projects and programs.
  • Ability to develop, interpret and implement regulations, policies, procedures, written instructions, general correspondence, and other department-specific documents.
  • Ability to prepare, recommend, and monitor an operating budget, including line-item budgeting.
  • Knowledge of management and supervisory practices & principles, including the ability to make final employment recommendations, preparing performance evaluations, managing time-off, and maintaining personnel records.
  • Ability to adapt and take control of situations, dictating subordinate activities in a responsible manner.
  • Ability to instruct and train in methods and procedures.
  • Ability to organize, assign, and modify the work assignment of others, and (re)-establish priorities to meet deadlines.

PHYSICAL AND WORK ENVIRONMENT



  • This work requires the occasional exertion of up to 50 pounds of force; work regularly requires sitting, frequently requires standing, speaking or hearing, using hands to handle or feel and repetitive motions and occasionally requires walking, stooping, kneeling, crouching or crawling and reaching with hands and arms.
  • Work performed may require walking or standing to a significant degree on rough terrain or may involve sitting for long periods with pushing and pulling of arm and/or leg controls.
  • Work has standard vision requirements.
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
  • Hearing is required to perceive information at normal spoken word levels.
  • Work requires observing general surroundings and activities.
  • Work is generally in a moderately noisy office setting, although may also be in the field.

        Experience
        Experience with Microsoft SQL Server database management. (preferred)
        Experience with and working knowledge of ArcGIS Pro, ArcGIS Desktop, ArcGIS Enterprise, and ArcGIS Online. (preferred)
        3 years: Previous supervisory or lead worker experience. (required)
        Bachelor's degree in GIS, Geography, Land Surveying, or related land information field with a minimum of five (5) years of progressively responsible experience in real estate description, survey, mapping or similar land information services. (required)
