This position is currently eligible to work in a hybrid work environment with both onsite and remote work. Residency within the Kansas City-Overland Park-Kansas City, MO-KS Combined Statistical Area, which generally includes the Kansas counties of Johnson, Wyandotte, Leavenworth, Miami, and Linn, and the Missouri counties of Jackson, Clay, Platte, Cass, and Ray, is required.



Job Description

The Department of Technology & Innovation is currently searching for a Business Analyst on the Project Management Team. First review of candidates will begin on January 5, 2026.

Responsibilities Include:

    Maintains effective communication and good working relationships with employees at all levels of the County and customers outside the department in all key functional areas.
  • Assists customers in identifying their needs and recommends solutions that add business value; analyzes business processes, prepares and maintains business requirements, and works with users and technical staff to assure solutions meet business requirements; interacts with multiple business units and job functions to ensure all business perspectives are addressed.
  • Performs gap analysis between requirements and proposed solutions based on user needs, business analysis, and project constraints; researches options to reconcile gaps; considers both project and enterprise implications and how the solution aligns with existing and emerging technologies.
  • Defines and documents functional and system test plans, tests cases and scripts; coordinates and performs testing and quality assurance activities.
  • Develops and conducts user training on system(s) functionality.
  • Provides user support throughout the project life cycle to ensure business objectives are achieved; assists Project Manager in managing projects and initiatives.


Job Requirements

Associate's degree in the following fields(s) of study: Computer Science, Business Administration, or a related field and four years business analyst, project management, system analyst or related experience are required.

Bachelor's degree in the following field(s) of study: Computer Science, Business Administration, or a related field is preferred.

Experience can substitute for education. Education can substitute for experience.

Johnson County Government requires reference/background screening for all positions. Specified criteria may vary by Department/Agency.

Physical, Environmental, and Special Working Conditions:
All County employees may be called upon to assist other departments/agencies in a declared emergency situation.
