The Position

The Port of Portland is hiring for a Senior Procurement Specialist.

We are seeking a creative and collaborative professional who would be responsible for developing, soliciting, evaluating, purchasing, and contracting Port-wide goods, trade services and personal services. This role will be responsible for moderately complex solicitation methods including: Invitation to Bid (ITB), Request for Proposal (RFP), Request for Qualifications (RFQ) and/or other methods as allowed by State Statute and Port contracting rules through a variety of solicitation methods.

We offer a flexible hybrid schedule that combines work-life balance with team collaboration. You'll be in the office Tuesday through Thursday to engage with colleagues and support our business lines, with the flexibility to work from home on Mondays and Fridays as business needs allow.

In this role, you'll lead the development, solicitation, evaluation, and award of contracts for goods and services that support operations across the organization. You'll manage moderately and highly complex procurements using methods such as Invitations to Bid (ITB), Requests for Proposals (RFP), Requests for Qualifications (RFQ), and other approaches aligned with State statutes and Port contracting rules. Essential Job Duties

  • Act as primary procurement contact for moderately complex solicitations and contracts for user departments as assigned by Contracting and Procurement (C&P) Manager.
  • Process all departmental requisitions, develop solicitations, and manage procurement processes.
  • Execute and amend contracts as necessary to include task orders and purchase orders supporting assigned user departments.
  • Accurately track work in department work tracking system.
  • Provide training and consultation on procurement processes/procedures to user departments as required.
  • Participate in team projects as directed by supervisor.
  • Report and recommend suggestions for process and procedure improvements to C&P Manager.

Minimum Qualifications

  • Bachelor's in business administration, supply chain management, or related field.
  • Four (4+) years of contracts, procurement, material management, and/or other related experience.
    • Strong background in public procurement is highly preferred.
  • Two and a half (2.5+) years of experience in procurement and contracting directly in highly regulated or public sector environment.

Preferred Licenses and/or Certifications:

  • Certified Professional Public Buyer (CPPB).
  • Certified Public Purchasing Officer (CPPO).
  • NIGP Certified Procurement Professional (NIGP-CPP).
  • Certified Professional in Supply Chain Management (CPSM).

Demonstrated Skills:

  • Daily use of procurement systems including reporting and data analysis.
  • Format, produce, proofread, and edit correspondence, documents, spreadsheets in general business software.
  • Perform basic and advanced math functions related to cost/price analysis and apply basic accounting principles.
  • Adaptive communication, internally or externally, to broker differing values, options, and outcomes at various levels.
  • Facilitate contract negotiation, organization, planning, processes, and build consensus.
  • Provide a high level of service delivery to the customer while effectively managing multiple customers' demands and competing priorities.
  • Accurate application of and ensuring compliance with all applicable laws, regulations, rules, and policies.
  • Application of strategic thinking and problem solving to achieve mission and business results.

Abilities & Competencies:

  • Oregon Revised Statutes and Federal (such as FAA, U.S. Army Corp. of Engineers, etc.) regulations pertaining to procurement and contracting.
  • Principles, theories, and concepts of procuring materials, services, and construction practices.
  • Principles of negotiations and contracts.
  • Principles of drafting language for legal documents: solicitations and contracts related to the procurement of information technology goods and services.
  • Minority/Women/Emerging Small/Veteran Owned Business certifications and considerations for Oregon and Washington. Disadvantaged Business Enterprises or Small Business Administration programs.

Supplemental and Selection Information

1. A minimum qualification evaluation of education, training, and experience of submitted application packets will take place by Human Resources the week of January 4, 2026.

2. A Subject Matter Expert (SME) Panel will perform an evaluation of experience and training taken from your employment application materials.

3. Our goal is to schedule virtual first round of interviews with candidates who successfully passed the SME evaluation by the week of January 12, 2026. Panel Interviews will be held week of January 19, 2026.
