Portfolio Management Specialist I General Summary: Coordinates the collateralization process for various investments and derivatives, in both bilateral and cleared swap portfolios, and for CMO/MBS/TBA, assuring that the FHLB is collateralized to the required levels. Provides administrative and analytical support to compile and reconcile internal and external data reporting needs. Assures that counterparty data is updated in Treasury systems and provides accrual data to accounting. Supports Portfolio Management team with data and reporting needs. Assists Systems and Solutions team with identifying enhancements to various Treasury systems. Assists trading desk with running the Advance pricing process for Members. Familiar with regulatory environment and helps ensure Bank is compliant with regulations.
Principal Duties and Responsibilities:
- Prepares various reconciliations and reports of investment, liquidity, derivative, and debt transactions captured in Findur, TRUST, Apex, and DMS. Compiles data from various systems and sources for validation, analysis, and reporting. Assures identification and remediation of discrepancies. Presents findings and reports when appropriate.
- Reconciles swap positions and internal valuations with the Futures Commission Merchants (FCM), Clearing Houses, and Broker Dealers, validating that collateral movement is based on the FHLB's agreed valuation and the billing for services is correct. Assures selective netting of swaps occurs at the Clearing Houses and the FCMs correctly. Verifies and provides accrual information to Accounting monthly for recording on the general ledger, and requests daily cash/security transfers for collateral movement.
- Coordinates the collateral pricing process and credit lines for Resale transactions. Updates counterparty Master Repurchase Agreement information and internal ratings in TRUST.
- Obtains supporting documentation and prospectus/term sheets for all MBS/agency debentures, and similar investments. Interacts with brokers, securities dealers, and government agencies to acquire information.
- Facilitates the completion of To Be Announced (TBA) Trade Assignment Agreements from involved counterparties before the settlement date.
- Supports Portfolio Management team with data and reporting needs before and after trade execution to ensure data accuracy, robust decision making, and operational efficiency.
- Interacts with the Systems and Solutions team in Treasury to identify process improvements to various systems and applications, which includes updating procedures and documentation of the resulting new process workflow.
- Assists with the counterparty management process by ensuring that appropriate repeat codes and settlement instructions have been implemented or modified.
- Assists trading desk with running the Advance pricing process.
- Completes special projects and performs other duties as assigned by management.
Minimum Knowledge, Skills and Abilities Required:
- Knowledge at a level normally acquired through completion of a Bachelor's Degree in Business Administration, Accounting, Finance, or related field with a strong interest in fixed-income, finance, and/or banking.
- Core understanding of the banking industry and capital markets. Knowledge of financial theory, derivatives, asset/liability management, mortgage securities, hedge vehicles, and investments with an emphasis on credit risk and IRS collateral risk exposure management is preferred.
- Zero to two years of analytical experience combined with related business experience, preferably in the financial services industry.
- Proficient use of personal computers with intermediate skills in spreadsheet and database applications. Experience using Excel and Word experience is preferred. Experience with financial market information systems, such as Bloomberg is very beneficial.
- Ability to prepare statistical reports containing text and tabular matter. Including formatting, layout, and composition of material.
- Analytical skills necessary to research, prepare, and present a variety of reports and analyses. Ability to work independently and accurately while under pressure, to prioritize workload from multiple sources, to manage time effectively, to meet tight deadlines, and to follow established guidelines with direction from supervisor for unusual or complex issues.
- Demonstrates exceptional attention to detail, with advanced balancing and proofing capabilities that ensure data integrity and eliminate errors in high-stakes environments.
- Possesses strong interpersonal skills-both verbal and written-with the ability to communicate clearly and professionally across all levels of Bank staff, securities dealers, Futures Commission Merchants, and rating organizations.
