Overview

The Section Manager will manage the "ED2" Equipment Purchasing Group and the Equipment Engineering Group. With the Equipment Engineering Group, the section manager will be responsible for developing and approving new or modified Equipment for use on the Distribution System as well as Maintenance/Inspection standards. This will include but not be limited to Network Transformers, Network Protectors, Shunt Reactors, Grounding Transformers and the Network Protector Relay. The design and maintenance/inspection considerations will primarily be Public and Employee safety but also to ensure the reliable and resilient performance of the electrical distribution system. With the ED2 group, the section manager will oversee all procurement forecasting and ordering for distribution equipment. With the changing environment of Climate Change and Electrification then design considerations will include getting increased capacity out of the same existing equipment footprint, the removal of oil from equipment and also designing more flexibility into the existing equipment. Maintaining productive working relationships with vendors is a key requirement of this position.

Responsibilities

Core Responsibilities
  • The Section Manager will be responsible for developing strategies related to new technologies, develop programs to improve current technologies, and provide analysis to help prioritize and optimize capital investments and maintenance activities. They will be expected to respond consistently and efficiently to normal, emergency and critical projects. They will be expected to establish project schedules, resolve questions, plan and coordinate work.
  • Provide technical assistance to Regional Engineering, Construction and Operations personnel. Provide technical expertise to Law department. Provide engineering support to the Company Rule Book Committee and standards committees as required.
  • Review and approve specifications and drawings associated with Equipment.
  • Prepare and issue various technical reports and presentations for use by middle and upper management.
  • Perform, review, provide engineering studies recommendation for various distribution system equipment issues. Serve on in-house and industry technical committees and task forces.
  • Review and provide feedback on technical papers, specifications, and proposed equipment purchases.
  • Provide business expertise to Supply Chain for handling equipment vendor relationships and contracts.
  • Provide advice and training on distribution system equipment.
  • Managing the ED2 Equipment purchasing group. The section manager will oversee all procurement forecasting and ordering for distribution equipment.   • Managing the Equipment Engineering group. This group develops and manages all the Specifications associated with our network distribution equipment (e.g. Network Transformers, Network Protectors, Shunt Reactors, Grounding Transformers and the Network Protector Relays, Network SCADA deployment). A key service this group provides is technical advice on the proper classification on Underground Structural Defects and the appropriate entry or non-entry requirement. They will also advise on the appropriate repairs. The group is also responsible for informing the longer terms asset management strategy for distribution equipment, including design and program optimization.
  • Manage the small Tool team which develops and evaluates new tools for use by our field crews.
  • Perform other related tasks and assignments as required.

Qualifications

Required Education/Experience
  • Bachelor's Degree in Engineering and with at least 8 years of relevant work experience
  • Master's Degree in Engineering and with at least 6 years of relevant work experience
Relevant Work Experience
  • Depending on education, 6-8 years relevant work experience in Construction and Data Analytics with a minimum of 3 Years of supervisory/managerial experience. Required
  • Working knowledge and experience in the following areas: Contract Administration, Construction Operations, Contractor Payments, Change Management, System Integration, Work Management Systems. Required
  • The ability to drive change and lead strategic initiatives. Required
  • Seeks to acquire knowledge in area of specialty. Required
  • Ability to plan and organize workloads as well as excellent communication, presentation, and interpersonal skills. Required
  • Proficient in the use of MS Office products and data analytics software. Required
  • Strong working knowledge of Oracle and Maximo. Required
  • Must be able to communicate strategies and give persuasive presentations. Must be able to interact with all levels of management. Required
  • Ability to handle multiple assignments with changing priorities while meeting deadlines. Required
  • Ability to establish medium and long-term plans and priorities. Required

Additional Physical Demands
  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
  • Must be able and willing to travel within company service territory, as needed.
  • Must be able and wining to travel to trade shows, vendor sites, training seminars, and conventions outside the Con Ed service territory as required.
