Job Summary:

The Senior Radar Engineer provides expert-level radar engineering, system analysis, integration oversight, and technical advisory support to CBP Air and Marine Operations (AMO) within the Domain Awareness Persistent Systems portfolio. This position delivers engineering expertise across fixed and mobile radar systems including Tethered Aerostat Radar System (TARS), Tactical Maritime Surveillance Systems (TMSS), emerging long-range radar technologies, and maritime/air domain awareness platforms. The Senior Radar Engineer supports full lifecycle engineering from requirements development through sustainment, including performance modeling, reliability analysis, engineering change proposals (ECPs), radar integration planning, and technical oversight of modernization and enhancement initiatives. This role enables CBP to maintain persistent multi-domain surveillance capability and high radar data quality in support of AMO's mission.

Essential Duties & Responsibilities:

  • Provide advanced radar engineering expertise supporting system evaluation, design review, integration planning, and sustainment across TARS, TMSS, and emerging long-range radar technologies.
  • Support engineering assessments of radar performance, including MTBF/MTTR analysis, detection capability evaluation (including small/non-emitting targets), calibration, signal processing improvements, and environmental impact considerations.
  • Develop, review, and analyze technical radar documentation to include system specifications, requirements, ECPs, radar configuration updates, PDRs, CDRs, and system readiness assessments in accordance with DHS SELC guidance.
  • Provide engineering support for integration of new radar components, sensor subsystems, power systems, telemetry/command, aerostat interfaces, and communications equipment with minimal operational disruption.
  • Lead or support troubleshooting, fault isolation, and corrective engineering analysis for radar hardware, firmware, and software anomalies, including coordination with OEMs, depot-level maintenance facilities, and DHS S&T.
  • Conduct engineering analysis supporting DMSMS mitigation, reverse engineering of obsolete radar subsystems, lifecycle extension planning, and component redesign recommendations.
  • Provide performance monitoring and radar analytics support through evaluation of RQM (Radar Quality Measures), SBSR, system thresholds, and radar spectrum engineering criteria.
  • Support radar-related configuration management (CM), ensuring accurate baselines, documentation updates, and compliance with change control processes.
  • Prepare and deliver technical briefings, engineering white papers, trade space analysis, and decision-support materials for senior CBP AMO leadership.
  • Coordinate with interagency partners (FAA, DHS S&T, DoD entities) to ensure radar system compatibility, spectrum authorization compliance, and alignment with national air/maritime surveillance initiatives.

Competencies:

  • Radar Engineering / Development / Operational Application
  • Systems Engineering & Technical Assistance (SETA)
  • Requirements development, analysis, and traceability
  • Operational Test & Evaluation integration
  • Programmatic planning and acquisition documentation development
  • Multi-domain surveillance systems knowledge (air, land, maritime, subterranean)
  • Risk management & RIO framework fluency
  • Data analysis, dashboard development, and performance metrics
  • Executive-level communication and briefing development
  • Cross-functional team leadership and IPT engagement
Requirements

Minimum Requirements:

  • Bachelor's degree required; engineering, criminal justice, applied science, or technical discipline preferred. Equivalent operational or testing experience may substitute for degree requirements.
  • 5+ years experience with DHS, CBP, DOD, or similar agencies in radar or similar systems design, operational usage and/or testing, and/or systems engineering roles.
  • Experience with radar data analysis, cross-domain communications, and programmatic development.
  • Experience supporting IPTs, developing milestone documentation, or assisting with engineering/technical analyses.
  • PMP, DAU T&E Level I/II certifications, preferred.

Security Requirement:

  • Favorably adjudicated CBP Background Investigation (BI) or Single Scope Background Investigation (SSBI) required.
