Hornblower is seeking a Senior Lab Manager for our Seaward Services operation in Norfolk VA.

About the Opportunity:

This role supports the Naval Surface Warfare Center, upon award of contract. The Lab Manager oversees a technical laboratory supporting engineering, testing, or maintenance activities related to waterfront operations. Responsible for managing equipment, workflows, documentation, and safety procedures within the lab. Performs advanced technical work such as equipment testing, calibration, fabrication, and system diagnostics. Coordinates with engineers, technicians, and Government personnel to support test events, prototype work, or material evaluations. Ensures compliance with quality, environmental, and safety standards.

Essential Duties & Responsibilities:



  • Oversee the daily operations of the technical laboratory supporting waterfront systems.
  • Manage lab equipment, tools, inventory, documentation, and safety compliance.
  • Perform advanced technical testing, fabrication, diagnostics, and equipment calibration.
  • Support engineering evaluations, prototype work, or material testing.
  • Maintain accurate laboratory records and reporting.
  • Coordinate workload, priorities, and test schedules with engineers and technicians.
  • Ensure adherence to quality, environmental, and safety procedures.
  • All other duties as assigned.


Requirements & Qualifications:



  • A minimum of ten (10) years of experience in testing and evaluation of small watercraft, metrology, and general calibration.
  • Working with instrumentation systems, sensors, data acquisition systems (DAS), and test instrumentation used by test and evaluation engineers.
  • Applying basic engineering principles, including statics and dynamics, materials science, electrical and electronics theory, naval architecture, and statistics
  • Using Microsoft Office Suite and laboratory or test database management software for documentation, tracking, and reporting.
  • Fabricating and assembling data-acquisition systems using drawings, schematics, or developmental concepts.
  • Conducting or overseeing calibration procedures, measurement uncertainty evaluations, and traceability documentation.
  • Managing test laboratory operations, including equipment readiness, workflow coordination, quality assurance, and documentation control.
  • Supervising laboratory technicians or engineering support personnel in a test-and-evaluation environment.
  • Ability to interpret engineering drawings, schematics, wiring diagrams, and technical manuals.
  • Strong analytical, troubleshooting, and technical problem-solving skills.
  • Experience developing or enforcing laboratory safety procedures, test plans, and quality standards.
  • Effective written and verbal communication skills for preparing reports, test documentation, and technical summaries.
  • Authorized to work in the United States.
  • Ability to pass and maintain a drug and alcohol test in accordance with U.S. Coast Guard regulations.
  • Ability to obtain and maintain a U.S. Government security clearance.
