Job Description

What is the Opportunity?

This role acts as the designated Bank Secrecy Act AML Officer ("AML Officer") to ensure the sufficiency of City National Securities, CNR Securities, and City National Rochdale Funds compliance with the USA PATRIOT Act, U.S. Economic Sanctions, and related regulations and guidance. He/she provides the adherence with, oversight, coordination and execution of various activities related to these regulations, responsible for updated relevant policies, procedures, vendor oversight and training.

What will you do?

  • Designs, directs and administers the broker-dealers' Financial Crime programs, including BSA AML, Office of Foreign Assets Control (OFAC) and Anti-Bribery/Corruption compliance programs. Ensuring that there are sufficient internal controls to promote fully effective risk management practices. Prioritizes focus towards areas identified as having the highest levels of risk to the company.

  • Regular review of major AML enforcement actions, public statements by regulatory staff and/or law enforcement to assess regulatory landscape.

  • Regular review/comparison of compliance policies and procedures related to anti-money laundering to determine changes necessary due to current developments and/or changes related to the Patriot Act, related agencies guidance such as the OCC, FinCEN, and/or FINRA guidance.

  • Monitoring and oversight of internal and external vendors engaged to provide AML related services such as transfer agents and clearing firms.

  • Establishes controls for AML and related regulations monitoring, due diligence, and reporting functions resident within the broker-dealers.

  • Responsible for providing appropriate management and board level reporting on the status of the AML/OFAC compliance program.

  • Acts as an internal AML expert in cross-function evaluation of policies, procedures and controls from a regulatory, financial and reputational perspective.

  • Develops new or updates current policies and procedures as appropriate. Consults with business units as to any deficiencies, and monitors to ensure that required changes are made.

  • Acts as a firm representative interfacing with regulatory agency staff and law enforcement regarding potentially suspicious activity, investigations and regulatory examinations.

  • Responsible for coordinating and integrating best practices with RBC Enterprise, including aligning AML/OFAC programs.

What do you need to succeed?

Must-have

  • Extensive knowledge of risk and compliance management, and/or governance practices, including a working knowledge of financial crime related program requirements relating to BSA, USA PATRIOT Act, OFAC, and FCPA.

  • Strong knowledge and experience developing, coordinating, and preparing management reporting.

  • Demonstrated experience managing professional staff.

Nice-to-have

  • Demonstrated experience leading or contributing to the regulatory program design and implementation including horizon scanning, inventory management, mapping of regulations to risks, policies, procedures and controls and the ability to translate information into insight.

  • Knowledge of financial institution governance structure and committee workflows.

The expected salary range for this particular position is $200,000-$325,000 (New Jersey), depending on your experience, skills, and registration status, market conditions and business needs.
