Language Access is a foundation of Fairfax County's commitment to advancing racial and social equity. Under general supervision of the Court Operations Manager, the Language Access Program Manager performs delivery of language services for members of the public with Limited English Proficiency (LEP). Implementation of the Language Access plan, quality and control and workflow coordination to ensure organizational Title VI compliance across units.
Monitors, assesses, and report on the business processes and activities, including developing, recommending, and implementing plans and programs for improvement in the performance, quality, compliance, or efficiency of operations and services; provides leadership on the evaluation and strategic planning of the department's operations, policies, and activities; plans, leads and directs large and complex projects; provides technical advice and guidance to departmental managers; or performs a variety of advanced level professional management work for multiple administration functions within a department, such as financial or budgetary analysis, procurement and contract administration, human resources management, information technology projects, or related functions, including conducting complex analysis and diverse project management in a lead or formal supervisory capacity; and supervises, coordinates and reviews the work of other Analysts; and performs related work as required.
The assigned functional areas of this position are language translation, interpretation and/or language access services.
Foreign Language Stipend: Eligible employees certified as using a second language in their job (35% or more of their worktime) may receive a foreign language stipend in the amount of $1,560 annually where scheduled work time is more than 20 hours per week ($780 annually when scheduled work time is 20 hours or less per week).
Schedule: Occasional overtime may be required to meet work demands.

- Independently designs, develops, and coordinates ongoing department programs and special projects;
- Performs a wide range of professional-level management work for more than one broad administrative function including complex analysis and diverse project management in a lead capacity;
- Coordinates and manages the work of administrative, para-professional, and/or professional-level staff in the day-to-day activities of selected projects. Plans, organizes, and coordinates changes to the policies, procedures, or processes related to multiple administrative functions (financial, procurement, budget, human resources, contract or grants administration, information technology systems, etc.);
- Plans and conducts or oversees studies or research activities to ensure program quality, determine unmet needs or ensure efficacy of existing programs;
- Provides guidance, recommendations, and advice to departmental managers;
- Serves on committees, task forces, and management teams to evaluate the effectiveness and efficiency of existing management/administrative systems;
- Writes, edits, and finalizes reports and presentations and presents findings and recommendations to department senior managers.

Required Knowledge Skills and Abilities

- Ability to identify possible solutions for solving business problems;

MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; plus four years of professional work experience within the functional area.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position will be required to complete the following to the satisfaction of the employer:
- Criminal Background Investigation
- Child Protective Services Registry Check
PREFERRED QUALIFICATIONS:
- Bilingual in English/Spanish
- Records Management Certification
- American Sign Language Certification
- Three or more years of professional experience in providing interpretation and/or translation services.
- Two or more years of experience in the following: managing support staff, conducting trainings/public speaking, directly managing relationships and work products of private providers/vendors, and creating training classes and materials.
- Microsoft: Word, Excel, Teams, PowerPoint, SharePoint
- Proficiency using Calendaring systems, Konica copier, Scanning, and Language Interpretation Devices
PHYSICAL REQUIREMENTS:
- Ability to communicate clearly both in person and over the telephone.
- Duties may be performed with or without accommodation.
- Incumbent must be able to operate keyboard driven equipment.
- Job is generally sedentary in nature, performed in an office and courtroom environment.
- Visual acuity is required to read data on a computer monitor
