Job Description:

As Manager in the IT PMO, you will lead the IT vendor management office and oversee the resource capacity planning for the IT organization to ensure it aligns with the evolving needs of IT. You will be responsible for working closely with the IT leadership team, IT vendors, project & program managers, Scrum Masters associated with any IT initiative for all aspects of vendor selection, negotiation, contracting while focusing on building key capabilities within the IT team. This role is critical in ensuring that we have a credible plan to source IT capabilities at the best price and provide opportunities for our employees to acquire new skills that align with the evolving IT landscape. The ideal candidate will have a strong background in financial management, project accounting, vendor management, negotiation, contract administration, stakeholder engagement, and reporting.



Principle Duties / Responsibilities



  • IT Vendor Management:


  • Run RFI & RFP (Request for Information & Request for Proposals) to select vendors for specific outcomes
  • Lead contract negotiations, ensuring favorable terms and conditions that align with organizational goals
  • Manage and oversee contract execution, compliance, and performance evaluation
  • Coordinate hiring & onboarding of all short-term IT contractors
  • Develop and maintain strong relationships with IT vendors to ensure alignment with business objectives and service delivery standards
  • Act as the primary point of contact for vendor-related inquiries and issues
  • Conduct regular performance reviews and audits to ensure vendors meet contractual obligations and service level agreements (SLAs), introducing improvement opportunities for quality and value of services
  • Ensure compliance with internal and corporate policies and regulatory requirements related to vendor management
  • Work closely with internal stakeholders to understand business needs and ensure vendor capabilities align with those needs
  • Identify opportunities for process improvements and efficiencies in vendor management practices


  • IT Capability Management:


  • Maintain an inventory of current capabilities of the team
  • Maintain an inventory of capabilities required to deliver on IT goals
  • Assess the gaps between current and required capabilities
  • Work with resource managers to identify training needs of current employees
  • Setup employees with training in new technical skills and track their progress
  • Identify skills that need to be procured from external sources and recommend leading providers of those services


  • IT Resource Management:


  • Maintain an 18-month rolling outlook on demand and capacity for IT staff across all projects & BAU activities
  • Engage with IT management, project & program managers to assess IT staff capacity & skills to execute projects predictably
  • Forecast specific staffing needs for upcoming project requirements and work with resource managers to create the required capacity in time
  • Identify & implement tools and procedures to optimize capacity & demand management
  • Demonstrate commitment to Company's Code of Business Conduct and Ethics, and apply knowledge of compliance policies and procedures, standards and laws applicable to job responsibilities in the performance of work.

Requirements:

  • Bachelor's degree in Information Technology, Business Administration, Accounting or a related field; Master's degree preferred


  • 10+ years of experience in financial management & vendor management, with a focus on project or program finance


  • Strong understanding of project management methodologies and financial principles


  • Excellent analytical, financial, and problem-solving skills


  • Proficiency in financial modeling, budgeting, and forecasting


  • Excellent communication and interpersonal skills, with the ability to engage stakeholders at all levels



Preferred Skills:



  • Experience with portfolio management & vendor management software and tools


  • Familiarity with Agile methodologies and their financial implications



Work Environment:



  • Hybrid (3 days onsite per week at PMA Headquarters in Blue Bell, PA)
