Bachelor's Degree or greater and seven (7 ) years of sworn law enforcement experience or an associate degree and nine (9 ) years of sworn law enforcement experience. At least three (3 ) years of experience in a supervisory role equivalent to a Police Lieutenant. Certification as a Law Enforcement Officer in the State of North Carolina.

Primary Purpose of Organization Unit
The primary purpose of the Police & Public Safety Department is the enforcement of laws and regulations established to provide police protection and public safety operations to the lives and properties associated with UNC Pembroke. In addition to the responsibilities for law enforcement and public safety on the campus, the department must also respond to mutual aid calls in the Town of Pembroke and Robeson County.
Primary Purpose of Position
This position provides direct administrative support to the Chief of Police, including assuming the administrative and command duties in the Chief's absence. Helps to direct and lead subordinates in enforcing state and federal laws and local campus ordinances and policies. Supervises, evaluates, and provides training opportunity, guidance to subordinate personnel. Recommends disciplinary action when needed. Exhibits good community relations by supporting and getting involved in community-oriented policing programs and activities and maintains those good relations by providing quality service. Acts as a liaison between upper management and subordinates acts as a liaison with other law enforcement agencies and related organizations. Effectively utilizes resources by assigning officers, their work and equipment to ensure the proper performance of police functions. Investigates crimesand performs or directs apprehension activities. Writes complete, concise and coherent reports for a variety of purposes and evaluates reports for continued investigations and correctness.
Job Description
The Assistant Chief reports directly to the Chief of Police / Director of Public Safety. Works in conjunction with the Lieutenants, as division commanders, in meeting the day-to-day operational requirements of the department. The Assistant Chief assumes full supervisor responsibilities and oversight in assigned areas of the department, which may include patrol, investigations, community policing, evidence management, records management, communications, parking management, security operations, Clery, grants management, and policy management. The Assistant Chief ensures that significant crime prevention/programming and investigative responsibilities which may be coordinated with Department Investigator, are conducted as needed.

Effectively manage and direct general patrol duties and traffic management responsibilities. Direct and manage operations of the department. Direct and ensure compliance of departmental practices and university policies/procedures. Demonstrate the ability to account for and maximize the use of equipment. Conduct, direct, and manage investigations. Deliver and guide police officers in community policing. Communicate effectively through interpersonal interactions and written documentation. Peripheral responsibility as assigned. This position is responsible for full decision-making authority on behalf of the Chief of Police for all Human Resources related matters including, but not limited to, hiring, promotion, salary adjustments, position reclassification, and discipline. This position is responsible for coordinating community relations with the various stakeholders of the UNCP community. This position also serves as the representative of the Chief of Police with a variety of other agencies including university departments, outside law enforcement agencies, and campus community groups.

This position is Mandatory Personnel. Employees whose presence has been determined to be mandatory to University operations during certain types of adverse weather or emergency events.

Management Preference
Bachelor's Degree in Criminal Justice or closely related field or 6 years of progressively responsible supervisory experience in Higher Education setting in campus law enforcement.


Possession of Advanced Law Enforcement certification through the NC Criminal Justice Education and Training Standards Commission or the North Carolina Sheriff's Education and Training Standards Commission. General Instructor certification through the North Carolina Criminal Justice Education and Training Standards Commission.
