The Senior Proposal Graphic Designer - Federal Markets plays a critical role in developing highimpact, compliant, and visually compelling graphics and presentations that support the company's pursuit of federal, state, and commercial contracts. Working as an integral member of the Proposal Development Team, this position is responsible for translating complex ideas, technical solutions, and data into clear, persuasive visuals that align with Optum Serve branding, corporate quality standards, and solicitation requirements.

This role requires exceptional collaboration and communication skills to work seamlessly with Capture Managers, Proposal Managers, SMEs, and Executive Leadership, producing graphics that directly contribute to Optum Serve's mission to deliver innovative solutions to federal agencies.

You'll enjoy the flexibility to work remotely* from anywhere within the U.S. as you take on some tough challenges. For all hires in the Minneapolis or Washington, D.C. area, you will be required to work in the office a minimum of four days per week.

Primary Responsibilities:

  • Design and deliver high impact proposal graphics (e.g., process diagrams, infographics, org charts, solution architectures, PowerPoint slide templates) that clearly communicate win themes, discriminators, and Optum Serve capabilities
  • Collaborate closely with Capture, Proposal, and Technical Teams to conceptualize and refine graphics based on strategy sessions, storyboards, and compliance matrices
  • Ensure graphics comply with solicitation instructions, Optum Serve style guides, branding requirements, and proposal timelines
  • Adapt complex information (e.g., workflows, technical approaches, past performance) into clear, intuitive, and visually persuasive graphics aligned with Optum Serve's mission of supporting federal agencies
  • Provide creative input on proposal layouts, branding updates, and visual strategies to increase the competitiveness of Optum Serve submissions, adhering to 508 requirements
  • Develop oral presentation templates (PowerPoint) in accordance with company branding guidelines; including editable PowerPoint generated graphics
  • Maintain a graphics library for optimizing and upcycling pre-approved graphic templates
  • Support production specialists, as needed, for the end-to-end proposal production process, including formatting final submissions in PowerPoint, Word, and PDF to ensure professional, compliant, and on-time delivery

Required Qualifications:

  • Proficiency in Adobe Creative Cloud (Illustrator, InDesign, Photoshop) and Microsoft Office Suite (PowerPoint, Word, Excel); experience with Common Look or other 508-compliance check applications
  • Demonstrated ability to transform complex technical solutions and process flows into engaging visuals for federal proposal environments
  • Solid understanding of typography, layout, and visual hierarchy principles applied to proposal and corporate materials
  • Experience working in fastpaced, deadlinedriven environments, ideally in a federal contracting/proposal development setting (Shipley or APMP framework preferred)
  • Excellent organizational skills and ability to utilize workflows that provide job status, attention to detail, and ability to manage multiple graphics packages simultaneously
  • Familiarity with federal proposal compliance (RFP/RFQ instructions, Section L & M requirements, page limits, and branding consistency)

Preferred Qualifications:

  • 5+ years of experience creating graphics for healthcare, government contracting, or professional services proposals
  • Knowledge of 508 compliance standards for accessible electronic documents
  • Prior experience supporting Capture and Proposal teams in a GovCon environment
  • Prior experience with oral presentation design support; experience with embedding screen recordings and application demos for oral presentations

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements). The salary for this role will range from $71,200 to $127,200 annually based on full-time employment. We comply with all minimum wage laws as applicable.
