The Department of Human Resources' Talent Management Center of Excellence (TMCOE) provides enterprise-wide support across TN State Government to attract, develop, and retain top talent. TMCOE partners with agencies to deliver specialized services and strategic solutions aligned with their business priorities. Through collaboration, research, and best practices, TMCOE advances the employee experience from recruitment to retirement.

How you make a difference in this role:

In this leadership role, you will shape how TN State Government welcomes and integrates talent. By advancing the candidate and onboarding experience, you will help agencies strengthen recruitment outcomes, increase retention, and ensure a consistent, positive introduction to state service.

Job Overview:

As a member of the Office of People, Performance and Culture (OPPC) leadership team, the Director leads the Talent Integration Team. This team focuses on the candidate-to-employee experience, including candidate experience, onboarding, and jobs management (technical side of recruiting). The Director ensures seamless integration between talent acquisition and employee experience functions, advancing consistency and excellence across the enterprise.

Key Responsibilities:

  • Lead and develop the team, fostering a culture of collaboration and continuous improvement.
  • Partner with HR and talent acquisition teams to enhance candidate experience, onboarding processes, and recruitment operations.
  • Oversee the jobs management, ensuring system efficiency, compliance, and alignment with enterprise hiring practices.
  • Design and implement enterprise-wide programs that support effective preboarding and onboarding experiences.
  • Serve as a trusted advisor, offering expertise, analytics, and tailored solutions to meet agency needs. Collaborate with TMCOE and OPPC leaders to ensure integration of strategies across the talent lifecycle.

Minimum Qualifications:

Graduation from an accredited college or university with a bachelor's degree and six years of progressive experience leading programs and teams in a talent management or related area.

Preferred Qualifications:

  • Experience in public sector human resources or large-scale organizational talent management. Demonstrated success improving candidate and onboarding experiences.
  • Strong data literacy and familiarity with HR technology systems.
  • Proven ability to build partnerships and influence across large organizations.
