Who we are and what we do: TennCare is Tennessee's managed care Medicaid program that provides health insurance coverage to certain groups of low-income individuals such as pregnant women, children, caretaker relatives of young children, older adults, and adults with physical disabilities. TennCare provides coverage for approximately 1.7 million Tennesseans and operates with an annual budget of approximately $14 billion. It is run by the Division of TennCare with oversight and some funding from the Centers for Medicare and Medicaid Services (CMS). TennCare's mission is to improve the lives of Tennesseans by providing high-quality cost-effective care. Job Overview: Overall, TennCare's Compliance and Strategic Funding team is responsible for managing compliance for all Information Systems' contracts, as well as managing the pursuit of CMS enhanced federal funding for any Medicaid Enterprise Systems (MES). Some key areas of the C&SF teams' responsibility:
- CMS Enhanced Federal Funding Requests pursue 90% and 75% Federal Funds via Advance Planning Documents, and CMS prior approval on respective procurements, contracts, and amendments.
- Control Letters ensure TennCare approval regarding allocation of Special Project funding and critical business decisions.
- Invoices facilitate stakeholder approvals, approve appropriate federal funding via established accounting program codes for enhanced funded expenses and alignment to CMS-approved APDs.
- Purchasing oversee hardware / software purchases for the TennCare organization via available purchasing avenues (TennCare direct, STS purchases, vendor direct)
- State Reporting and Budgeting support annual and ad-hoc state reporting for Information Systems, to include budget to actual monitoring, internal and legislative requests
- Certification of Implemented Prior
- Approved Enhanced-Funded Systems - required by CMS to receive 90% during implementation and 75% Federal Match during the Maintenance and Operations (M&O) phase.
- Compliance Oversight (Financial and SLA) monitor burn rates and budget-to-actual expenditures for IS vendor contracts; address any vendor non-compliance and respective liquidated damages and/or waivers of Service Level agreements (SLA)-CMS Communications facilitate regularly scheduled and ad hoc communications related to progress on all key IS initiatives, implementations and certification activities. In addition to day-to-day oversight the individual in this position will:-Identify and implement automation improvements to the current ServiceNow Invoice workflow solution and related financial interfaces
- Support development of automated validation of federal funding assignment on invoices in comparison to the approved CMS' funding via Application Planning Documents
- Provide identification and implementation oversight of invoice data interfaces between the ServiceNow workflow and the Financial and SLA Compliance Dashboards
- Assist with the development and reporting automation activities for the Compliance & Strategic Funding metrics for all aspects of enhanced federally funded areas. This position will report to the C&SF Information Systems Manager as an Information Systems Technical Consultant in an Invoice Oversight Role.
Key Responsibilities:
- Automation of Available Tool Interfaces & Reporting: Identify, maintain, and implement interfaces between available financial compliance reporting tools such as the Resource Activity, STS Billing, Advance Planning Document, Financial and SLA Compliance Dashboards and ServiceNow tools to ensure accuracy of vendor invoice payment, post-payment reconciliation and related metrics reporting. Oversee successful import of Edison data reflecting vendor invoice payment and contract remaining balances; Identify automation opportunities for invoice validation against contract rate tables, software and hardware purchase orders and journal entry creations for identified discrepancies.
- Vendor Invoice Management Oversight: Oversee vendor personnel assisting with the monthly review of enhanced federal funded invoices for accuracy to ensure proper accounting for federal reimbursement, as well as the attainment of appropriate Business / Information Systems stakeholder approvals; Facilitate monthly vendor invoice meetings to include accounting as applicable to walkthrough invoice transmittals. Assist in the joint resolution of any identified control memo decrementing issues as invoices are paid and processed timely.
- Fiscal Communications & Annual Invoice Accrual Reporting: Oversee and coordinate with all enhanced federally funded vendors to submit annual accruals for any expenses that will carry over into the next state fiscal year; Communicate with the Fiscal Accounting Department to address questions or discrepancies; Act as liaison with respective vendors to communicate any additional requirements or process revisions.
- Vendor Management Contract Setup & Onboarding
- Financial Lead: Participate in Vendor Management Initiative meetings to share available tools and automation ideas to help improve vendor management, relationships and performance; Provide expert advice / suggestions regarding standardization of vendor invoice processes.
- Oversee and facilitate training to onboard new vendors to the Invoice Workflow tool to include setup and testing support; as well as Accounting and Contract representatives who will be reviewing / approving invoices via the new Invoice workflow.
Minimum Qualifications: Graduation from an accredited college or university with a bachelor's degree and experience equivalent to substantial (five or more years of) full-time relevant experience. OR An equivalent combination of education and work experience may be considered. Desirable qualifications:
- Education (general, special or professional): 5 years' equivalent Professional Computer Science Work Experience or bachelor's in computer science
- Minimum of 2 years' experience with Invoicing, General Ledger or Accounts Payable solutions
- Minimum of 5 years' experience with Medicaid or CMS-related processes
- Minimum of 5 years' experience with Information Systems' development, programming languages
- TennCare-specific Medicaid Experience
- Accounting, financial, invoice Experience
- Software Development, Accounting Certifications
