The Information and Data Science division of the Leidos Innovation Center is seeking a junior to mid-career Program Manager. This opportunity will be based in preferably in San Diego California. Arlington Virginia would also be an acceptable location.

POSITION SUMMARY:
The Leidos Information and Data Science (IDS) division is a new, high-growth organization. IDS is seeking a Program Manager that can lead program efforts as well as work in partnership with a Principal Investigator for research and development programs. IDS contains a variety of technical domains in the data science and information systems arena including AI/ML, cyber, resilient systems, and quantum information systems. This role is essential to ensuring that our projects are executed efficiently, meeting milestones and deliverable schedules within budgetary constraints.

PRIMARY RESPONSIBILITIES:
The IDS Program Manager will be responsible for successful program execution of programs within the IDS portfolio. This individual will create program plans, coordinate cross-functional teams, manage resources, and track progress against strategic goals, acting as a critical liaison between technical teams and executive leadership.

  • Resource Management:Develop and manage program plans, schedules, budgets, and resource allocation for contract and internally funded research and development programs & proposals.
  • Day-to-day Operations: Responsible for day-to-day operations support of contract, subcontract, finance, security, staffing, and procurement
  • Program Performance; Responsible for monitoring and managing program performance, risk, cost and schedule; quality review and submission of all deliverables and includes reporting on program status to customer and Leidos senior leadership
  • Support preparation of contract modification proposals, subcontracting SOWs, and proposals for new business (technical and cost)
  • Cross-Functional Coordination:Coordinate cross-functional teams, including physical sciences, engineering, data science, AI/ML, quantum information systems, & relevant business sectors, to ensure seamless project execution and delivery.
  • Process Optimization:Implement and refine program management processes and methodologies (e.g., Agile, Scrum) to optimize for efficiency and quality.

BASIC QUALIFICATIONS:

  • Requires a BA degree and 4 - 8 years of prior relevant experience or Masters with 2 - 6 years of prior relevant experience in a program or project management role. Additional education, experience or training will be considered in lieu of degree."
  • Proven track record of managing technology research and development programs
  • Experience managing teams with multidisciplinary technical contributors from academia, small businesses, or consultants
  • Excellent briefing, writing, communication, administrative, and organizational skills This position offers flexibility for remote or hybrid work arrangements.
  • Must be a U.S. Citizen and able to obtain and maintain a security clearance.

PREFERRED QUALIFICATIONS:

  • PMP or Agile certification.
  • Experience managing programs in the government contracting environment especially with agencies such as DARPA, IARPA, DHS, and DTRA.
  • Proficiency with program management tools like Jira and MS Project.
  • Financial management experience, including budget planning and tracking for technology programs.
  • Strong understanding of the software development lifecycle and Agile practices.
  • Secret or Top Secret clearance
