Position Overview

The Grant and Proposal Administrator II is responsible for managing the full life cycle for proposal (RFP) opportunities at OCHIN for large scale projects. Working with OCHIN leadership, Research investigators, staff, and project teams, as well as sponsors and external partner organizations, the Grant & Proposal Administrator II performs administrative activities for OCHIN's portfolio of externally-funded proposals and projects, from pre-award through project close-out. The Grant & Proposal Administrator II ensures that agreements and awards are managed in an efficient and compliant manner. This role reports to the Manager of Grants and Payroll.

Essential Duties

Managing the full life cycle of individual grant proposals and awards within established tracking and reporting systems, including coordination, preparation, submission, and administration, sometimes with complexity and fast turnaround. This includes, but is not limited to:

Pre-Award Activities

  • Collaborating on and Facilitating an appropriate OCHIN review process for each proposal and award
  • Scoping necessary resources and developing budgets and budget justifications for projects including Just-in-Time response
  • Coordinating OCHIN inputs involved in the proposal development and submission process, including working flexibly with managers/directors, investigators, SMEs, and other roles who contribute to proposal development
  • Generating and/or collecting supporting documentation including budget documents, organizational descriptions, proposal-specific forms, letters of support, subrecipient commitment forms, etc. as described within the funding request
  • Updating Other Support and Biosketch documents
  • Maintaining approved and centralized RFP content/templates
  • Serving as a backup for the proposal pipeline coordinator
  • Award negotiation and execution through liaison with OCHIN Legal, Research, and project teams, as well as external organizations

Post-Award Activities

  • Track each project's award status, renewal dates, internal and external contacts, budget and scope of work status, and any specific needs for each award
  • Ensure sponsored projects compliance with regulations, policies, and requirements
  • Manage staff allocation resourcing, review, and change management with project teams
  • Lead effort certification requirements
  • Analyze expenditure projections and propose adjustments to ensure grants are fully spent within the guidelines of the funder
  • Manage OCHIN review of each award's scope of work, financial, and legal & compliance requirements with appropriate teams
  • Draft, track execute and update consultant and subrecipient agreements to include monitoring of activities, coordinating completion with OCHIN's legal team
  • Track and Manage agreement renewal and modification
  • Effect reporting and request submission
  • Manage Project closeout with appropriate teams
  • Forecasting budgets and staffing allocations across the Research and other Department portfolios to strategize and report on OCHIN budgeting and resource planning
  • Develop and maintain positive, collaborative, and professional relationships with funders, partners, management, and staff
  • Ability to review Grant Contracts
  • Assist in the development and preparation of the Indirect Cost Rate Proposal for final review and approval.
Requirements
  • 4-6 years of experience and successful track record of managing the full life cycle and submitting proposals for federal grants in health-related agencies such as NIH and AHRQ, and experience with other national funders of health services research such as PCORI, FDA, HRSA and CDC
  • Bachelor's degree in public health, social or biological science, business, or related field, or the equivalent combination of education and experience
  • Thorough knowledge of research proposals and awards including NIH principles and OMB Uniform Guidance rules and regulations, with a deep understanding of how to investigate and align with proposal and post award requirements
  • Knowledge of healthcare, non-profit, technology, and/or research organizations preferred
  • Demonstrated financial management of grant projects, including budget development, managing staff allocations and spending across a portfolio of sponsored projects including managing subcontractor and consultant agreements
  • Prior experience monitoring effort certification and managing labor distribution preferred
  • Exceptional organizational and time management skills including the ability to prioritize critical tasks for timely completion, delivering superior results that meet the customer's needs
  • Intermediate to Advanced Proficiency with Excel is required.
  • Proficiency with Microsoft Word, PowerPoint, Adobe Acrobat; JIRA, Salesforce, Smartsheet preferred
  • Demonstrated ability of maintaining confidential and proprietary information
  • The ability to generate new and creative ideas that shape new processes, cuts costs and improves the overall system that we are working in
  • Has a passion for supporting and bettering the environment and communities in which they work
  • Prior to moving forward to the team interview, all candidates are required to complete a 50-60-minute competency assessment. Preferred Qualifications

  • Master's degree in public health, social or biological science, business, or related field
  • A demonstrated understanding of issues affecting community health centers and diverse patient populations
  • Knowledge of federal and state healthcare transformation and reform goals including the triple aim, coordination of care, patient engagement

COVID-19 Vaccination Requirement

To keep our colleagues, members, and communities safe, OCHIN requires all employees-including remote employees, contractors, interns, and new hires-to be vaccinated with a COVID-19 vaccine, as supported by state and federal public health officials, as a condition of employment. All new hires are required to provide proof of full vaccination or receive approval for a medical or religious exemption before their hire date.

Work Location and Travel Requirements

OCHIN is a 100% remote organization with no physical corporate office location. Employees work remotely from home and many of our positions also support our member organizations on-site for new software installations. Nationwide travel is determined based on OCHIN business needs. Please inquire during the interview process about travel requirements for this position.

Base Pay Overview

OCHIN uses broadened pay ranges to support equitable and market-aligned compensation practices. For this role, the typical offer range falls between the minimum and midpoint of the pay range. Pay information by position level is listed below. The final offer will be based on a variety of factors, including relevant skills, certifications, education, experience, training, responsibilities, internal equity, and market data.

  • Level I: Typically pays between the minimum and 30th percentile of the band
  • Level II: Typically pays between the 15th ($74,519) and 35th ($87,47) percentile of the band
  • Level III: Typically pays between the 30th and 55th percentile of the band
