SUMMARY

A Deputy Administrator manages one of the three Social Service Divisions at the Office of Children and Youth including: administration and implementation of services to assure effective and efficient delivery of service to dependent children and their families; supervision of management staff who oversee the direct services and support staff; implementation and monitoring of state and federal mandates and regulations; personnel management; review and completion of performance evaluations, management of data and completion of reports related to service monitoring and budget adherence, and other administrative duties to assure effective operations. Deputy Administrators are responsible for ensuring all service provisions, child welfare requirements and mandates are effectively carried out by direct service staff, along with any ancillary supports. Deputy Administrators provide after-hours coverage on a rotational basis with the Program Administrator. Deputy Administrators must be certified by the State approved curriculum as Direct Service Worker and Direct Service Supervisor and obtain 20 hours of training each year to maintain certification. OCY mandates are extensive and delivered directly by OCY staff.


ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Monitors compliance and quality of divisional service provision to assure consistency with Federal and State laws and regulations, County policy and procedure and Office practice. Assures continuity and effectiveness of existing service programs and implements new ones to promote quality and meet mandates. Develops, implements and monitors practice and procedures that accomplish service requirements while maintaining best practices within budgetary allocations.
  • Manages the daily operations of multiple casework units and other specialty functions throughout four program office locations. Supervises staff, including managers and supervisors and provides direction casework staff if needed in their absence. Meets individually with assigned staff for supervision, and assures availability during regular hours of operation and after-hours when necessary, to provide direction on difficult cases, authorize service provision, and approve supervisory decision making.
  • Assists in conflict resolution and problem-solving. Approves manager's and supervisor's performance actions, staff performance evaluations, workload distribution and other policy and procedural issues. Assists and enables managers and supervisors in development of management and social work skills.
  • Participates in prospective employee interview process and selection of division staff. Assigns new employees to work units. Provides consultation and problem resolution regarding staff conduct and performance. Conducts employee performance evaluations as evaluator or reviewing officer to assist in improvement of professional capabilities. Identifies and addresses training needs for new and experienced staff.
  • Manages divisional service delivery to meet priority child welfare goals and objectives. Reviews and monitors case assignments, monitors workload and caseload size and composition, to assure effectiveness of divisional services. Monitors fluctuations of workload, levels of service needed to meet Office need, makes case disposition decisions, and submits documentation of service provision.
  • Gathers and compiles data, and conducts informational analysis to document trends or change in service levels within work units and/or division. Prepares administrative reports, assists in annual Needs Based Plan and Budget process and evaluates divisional service quality and compliance performance. Participates in the development, implementation, and maintenance of the county/state case management process and electronic system.
  • Manages, oversees and responds to clients and professionals who have case specific questions, concerns and case status inquiries related to Dependency and Orphans Court proceedings and State Administrative Appeals by reviewing case records, decision-making and service delivery. Meets when necessary with providers and other professionals to resolve case specific issues or to clarify practice, procedure and/or policy.
  • Develops and maintains contacts with professionals involved in county public and private systems, including contractual vendor service agencies, school districts, hospitals, police departments and other professional public and private groups to review programs and improve service coordination, to facilitate understanding of agency mandates and services and to promote communication and collaboration.
  • Represents Program Office at public forums, in meetings and on special task forces, and consortiums to strengthen county network of programs and services. Delivers community education and awareness presentations and professional trainings on child welfare issues. Participates on local or statewide task forces and committees, as assigned.
  • Other related duties as assigned.

QUALIFICATION REQUIREMENTS

ELIGIBILITY ALL CANDIDATES:

MINIMUM EXPERIENCE AND TRAINING:

  • Four years of experience in the field of public or private social work, including one year in an administrative or supervisory capacity in a children and youth social services program agency; and a bachelor's degree; or Any equivalent combination of experience and training, Note - Eight (8) years of experience in the field of public or private social work is necessary for equivalency consideration.
  • This position is subject to mandates requiring Child Abuse, Criminal History and FBI Clearances for employment.
  • Pennsylvania residency is a requirement for this position.

EQUIPMENT NEEDED:Must have automobile in good working condition with Pennsylvania driver's license and adequate insurance coverage.
