DESCRIPTION OF WORK

The Pennsylvania Public Utility Commission (PUC) is hiring an engineer to fill a Fixed Utility Valuation Engineer Trainee (FUVE-T) position within the PUC's Bureau of Technical Utility Services (TUS). The TUS FUVE-T will work with senior FUVEs and other staff on developing a working knowledge of the state and federal regulatory policies and environment as it pertains to the water, wastewater, and stormwater industry and jurisdictional utilities. The FUVE-T will learn how to review and evaluate the filings submitted by fixed utilities from an engineering perspective. The FUVE-T will also learn how to prepare written orders, reports, memos, and other documents for internal and external stakeholders on topics and issues related to water, wastewater and stormwater service.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: This position is headquartered in Harrisburg. Part-time telework is a potential feature of this position. The successful candidate is required to report to the headquarters worksite daily, unless the employee meets eligibility requirements and telework has been approved by the Bureau Director. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
    • To be eligible to participate in telework, the employee's Alternate (telework) Worksite must meet the following requirements. The telework worksite must be located: 1) within a reasonable travel distance of Harrisburg, and 2) within the Commonwealth of Pennsylvania.

    • Management may discontinue any telework arrangement at any time, for any reason.
    • Candidates who do not wish to telework or are not eligible to telework, will work from the headquarters office in Harrisburg.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • A Bachelor's Degree with major coursework in Valuation Engineering or other engineering discipline related to public or private utility generation, collection and distribution systems; or
  • Four years of related engineering experience with a public utility or public utility regulatory agency, and the possession of an Engineer-in-Training certificate issued by or acceptable to the Pa. State Board of Professional Engineers.
  • Applicants will be considered to have met the educational requirements once they are within three months of graduating with a qualifying degree.
