Family Health Centers of San Diego (FHCSD) is looking for an Associate Director, Community Programs to provide oversight and management of FHCSD's Homeless and Public Housing programs and services, including multiple grant-funded projects. The Associate Director, Community Programs oversees staffing, regulatory compliance, building and maintaining community support and partnerships, strategic planning, setting and attaining goals for the assigned departmental programs, and overseeing program budgets and grants. Responsibilities:
- Builds and maintains community linkages and support for assigned programs and services. Identifies grant and funder prospects for the agency's programs and activities; submits grant proposals as feasible; assists with marketing and community awareness. Maintains positive relationships and agency liaison role with multiple community agencies, contractors, funders, and collaborative partners. Represents FHCSD at local, state, and national meetings as appropriate.
- Ensures non-medical services are compliant with applicable regulatory, funder and organizational standards. (The Joint Commission, OSHA, PCMH, FHCSD policies and procedures, etc.). As assigned, ensures staff complete all required training in a timely manner.
- Develops and implements plans to ensure maximized utilization of services, continued growth of patients and maximized client satisfaction. In conjunction with the leadership team, participates in strategic planning, marketing, and fund-raising in assigned area.
- Leads the site in providing quality care to patients. Works well with Medical, Nursing, and Program Leadership in the effective implementation and coordination of services and quality of care standards, policies, and procedures. Effectively and accurately interprets the role of health center services for patients, personnel, medical staff, volunteers, and the community at large.
- Responsible for the day-to-day functioning of the assigned grant projects/programs. Collects agency, funder, and contractor required data; facilitates data analysis; prepares reports.
- Oversees delivery of subcontracted services, including tracking of service delivery and expenditures. Reviews monthly encounters, regular site visits and facilitation of monthly collaborator's meetings.
- Ensures sites are well maintained and are compliant with FHCSD's facilities policies.
- Participates in continuous improvement activities and ensures appropriate Lean tools (i.e., 5S, A3) are deployed and results are evaluated and/or measured.
- Supervises assigned teams, including hiring, providing performance management, training, scheduling, and corrective discipline (including termination) as needed. Works closely with Payroll and Clinic Directors to ensure timely and accurate allocation of salaries of staff covered by Homeless grants.
- Provides/ensures staff receive all new hire and annual trainings on time.
- Builds positive relationships, inspires others to perform at a higher level, prepares career development plans and retains an accountable workforce.
- Performs other duties as assigned.
Requirements:
- Bachelor's degree in health care administration, social work, psychology, nursing, or related field is required. Advanced education is strongly preferred.
- 2 years of experience in grant management, budget preparation and oversight, proposal development, and fundraising required.
- 2 years of supervisory experience required.
- 3 years of progressively responsible program management experience in health care industry, preferably providing out-patient medical and other related support services to homeless individuals required.
- Traveling between sites and other locations is required as an essential function of the job. Must have a car, a valid California driver's license, and proof of minimum levels of car insurance as required under California law, although limits of $100,000 are recommended. An acceptable driving record is also required. California law requires all drivers to obtain a valid California driver's license within ten days of establishing residency. Mileage and other reimbursement governed by policy.

If you are hired at Family Health Centers of San Diego, your final base salary compensation will be determined based on factors such as geographic location, jurisdictional requirements, skills, education, and/or experience. In addition to these factors - we believe in the importance of pay equity and consider internal equity of our current team members as a part of any final offer. Please keep in mind that the range mentioned above is what we reasonably expect to pay for the role. Hiring at the maximum of the range would not be typical in order to allow for future and continued salary growth.
