Principal Technical Program Manager

The Principal Technical Program Manager (Principal TPM) is a senior leadership role responsible for driving the execution of the Ministry's most complex and strategically significant technical programs. As a Principal TPM, you will work on large-scale, cross-functional initiatives with high impact on business goals and technical innovation. You will serve as a technical thought leader and trusted advisor across the organization, guiding technical direction and program strategy in collaboration with engineering, product, and executive teams. This role requires exceptional leadership skills, advanced technical expertise, and the ability to navigate complexity in a fast-paced environment.

Qualifications:

  • Education: High School Diploma or equivalent.
  • Experience: Proven track record for managing large scale technical programs and leading teams of other Technical Program Managers (TPMs) in a fast-paced, dynamic environment.
  • Certification(s): CSM (Certified Scrum Master) or similar Agile certifications (e.g., PMP, PMI-ACP).

Skills, Knowledge, Abilities:

  • Leadership Experience: Proven track record for managing large scale technical programs and leading teams of other Technical Program Managers (TPMs) in a fast-paced, dynamic environment.

  • Technical Depth: Deep understanding of software development processes, system architecture, and cloud technologies (AWS, Azure, or Google Cloud), with the ability to provide technical guidance at all stages of the program lifecycle.

  • Strategic Vision: Ability to translate high-level business goals into actionable technical programs, making strategic decisions that impact the long-term success of the organization.

  • Cross-Functional Collaboration: Demonstrated success in leading and influencing cross-functional teams, aligning stakeholders, and driving consensus in complex technical environments.

  • Communication: Exceptional communication and presentation skills, capable of conveying technical and program details effectively to both technical and non-technical audiences, including executive leadership.

  • Program Management Expertise: Mastery in program management methodologies, including Agile, Scrum, and Waterfall, and experience with tools such as Jira, Confluence, MS Project, or other PM software.

  • Risk Management: Strong ability to identify and mitigate program risks, proactively address issues, and lead teams through challenging situations.

  • Mentorship and Leadership: Proven track record of mentoring other TPMs and technical leaders, fostering growth, knowledge-sharing, and a culture of continuous improvement.

  • Analytical and Problem-Solving Skills: Highly skilled in analyzing complex problems, thinking critically, and delivering effective solutions in a fast-paced, dynamic environment.

  • Adaptability and Resilience: Ability to navigate ambiguity, pivot effectively as priorities shift, and remain focused and driven in high-pressure situations.

  • Ethics and Integrity: Strong commitment to upholding ethical standards, with a high level of professionalism and integrity in all interactions and decisions.
