Job Description:

Provides vision, innovative leadership, and accountability for the management of all services and functions of the Office of the Registrar. Ensures the integrity, accuracy, and security of the University's academic records. Collaborates with administrative leadership, academic department heads, faculty and staff to implement programs and services that strengthen student success and support the mission of the University.

JOB DUTIES

  • Leads the Office of the Registrar in its role to support student academic success; sets strategic and operational direction and goals for the office; plans, organizes and manages resources, staff and activities to achieve desired results. Responsible for budgetary control, hiring and evaluation of staff. Directs all functions, services, activities, resources and personnel of the Office of the Registrar to promote the University's mission and strategic plan.

  • Develops and implements academic records policies; advises executive and academic leadership on matters relating to student records and registration; works closely with Academic Affairs, Student Life, department chairs, deans, ITS, faculty and other directors to facilitate and improve services for students; ensures use of best practices and technologies for student service delivery.

  • Serves on, convenes and/or chairs University committees, commissions and task forces, including the Expanded Executive Leadership Team and University Curriculum Council; provides insight regarding enrollment strategies, student success, curriculum development, student academic standing, IT governance, commencement and interpretation of academic policies & procedures.

  • Oversees essential reporting functions to the University community and external constituents, including the Department of Education, Veteran's Administration, National Student Loan Data System and the National Student Clearinghouse. Provide and analyze actionable data to shape institutional discussions, trends, policies, processes and curricular development.

  • Develops and directs registration processes and class scheduling and assists in the production of the University catalog. Determines student academic standings, supervises appeals of academic suspension/dismissal; and directs the readmission application process for returning students.

  • Serves as the official custodian of the academic records of all alumni and students enrolled at the University; safeguards the accuracy, confidentiality, security and integrity of those records and the Trinity University degree. Issues official transcripts and certifications. Stays abreast of, interprets, and ensures compliance with the Family Education Rights and Privacy Act (FERPA) as well as other federal, state and SACSCOC regulations relating to enrollment, academic records, security and awarding of academic credit. Provides training to faculty and the campus community on privacy laws and requirements pertaining to education records.

  • Ensures accuracy in awarding of academic credit in accordance with University policies; documents credit granted for work completed outside the University (AP and IB tests, transfer credit, study abroad credit, etc.); oversees tracking of students' progress toward their degrees; supports student success and degree completion through effective processes that support advisors, faculty, staff and others who assist students.

  • Directs the evaluation and certification of all degree candidates to ensure fulfillment of the University's graduation requirements; and issues official diplomas.

  • Negotiates contracts, assists Risk Management in the review agreements that involve student records; and procures services from outside vendors.

  • Manages security and access to authorized users of the student information system, documents imaging system, degree audit system, National Student Clearinghouse and other technologies that relate to the duties of the University Registrar. Interacts with government agencies and law enforcement officials seeking access to private student information.

  • Collaborates with Academic Affairs and campus constituents to establish and publish the University's official academic calendar.

  • Manages technology projects and implements new systems for campus-wide use to support student success and the needs of Trinity faculty and advisors.

  • Supervises the determination of student athlete academic eligibility to ensure compliance with NCAA regulations; serves as a Designated School Official to certify international student records for the Department of Homeland Security.

  • Conducts staff training to ensure an efficient, effective and customer-service oriented operation.

  • Directs, coordinates and evaluates employees. Carries out supervisory responsibilities in accordance with all policies and applicable laws. Interviews, hires and trains employees; plans, assigns and directs work; creates work schedules and conducts performance appraisals, counsels and disciplines employees; and addresses complaints and resolves problems.

EDUCATION

Required:

  • Master's degree or equivalent from four-year college or university.

  • Experience may substitute for education on a year for year basis.

EXPERIENCE

Required:

  • Five years of progressive leadership experience in a higher education Registrar's Office or equivalent Student Records Office.

KNOWLEDGE, SKILLS, AND ABILITIES

Required:

  • Knowledge of University regulations and procedures.

  • Knowledge of applicable state and federal laws, including FERPA.

  • Knowledge of budgetary procedures.

  • Knowledge of database construction, management, and data retrieval techniques.

  • Knowledge of Student Information System functionality and procedures.

  • Knowledge of NCAA Division III regulations pertaining to academic eligibility.

  • Knowledge of Federal enrollment reporting regulations required for financial aid compliance.

  • Best practices for post-secondary records and registration management as recommended by AACRAO.

  • Knowledge of student information management systems and current technology applied to higher education administration.

  • Ability to plan, organize and direct the work of others effectively.

  • Ability to direct, plan, organize, manage and coordinate multiple projects and tasks simultaneously.

  • Ability to perform well under pressure.

  • Ability to establish and maintain effective working relationships with students, faculty, staff, administrators and external clients.

  • Excellent verbal and written communication skills.

  • Skill in developing, implementing and communicating policy and procedure.
