Job Summary
The role of the Police Programs Specialist is to review citations generated by automated traffic safety cameras in school zones and issue violations. This position also supports other programs and projects within the Police Department.

Distinguishing Characteristics: The Police Programs Specialist will review and approve violations from automated traffic safety cameras, but this work may also be performed by commissioned Police Officers. The Police Programs Specialist provides technical support duties for a specialized program. The job requires detailed program knowledge, records management, and computer skills including the ability to understand and apply governing rules and regulations. The Police Programs Specialist helps the Department ensure compliance and enforcement by reviewing incidents and supporting the implementation of other Department programs and projects.

Essential duties and responsibilities may include, but are not limited to, the following:
  • Assesses citations generated from the operation of automated traffic safety cameras in school zones throughout the city.
  • Reviews camera footage to determine if a citation meets the requirements for issuance, and approve violations if deemed appropriate.
  • Performs reporting, such as compiling reports on camera usage, including the number of traffic collisions, notices of infraction issued, and a description of the revenue received from fines.
  • Assists with the implementation and maintenance of Department strategies and programs.
  • Identifies program or project needs, compiles and analyzes data, and supports programs through administrative tasks.
  • Provides support to other related Police Department projects.
  • Fosters a positive and supportive work environment; promotes diversity, equity, inclusion, and belonging in the workplace, contributing to an environment of respectful living and working in a multicultural society.

Peripheral Duties:
  • May maintain and improve Department webpages, and create digital forms to improve programs.
  • Performs functions as assigned in the City's emergency response plan in the event of an emergency.

Knowledge, Skills and Abilities

  • Ability to adhere to strict confidentiality requirements.
  • Ability to apply rules, regulations, and policies applicable to the area assigned.
  • Ability to understand and carry out oral and written directions independently.
  • Ability to communicate clearly, verbally and in writing, in a courteous, diplomatic fashion and remain calm in stressful or upsetting circumstances.
  • Skilled in keyboarding and data entry.
  • Skilled in the full use of Microsoft Suite and proficiency in math calculations.
  • Ability to learn to operate and use citywide and department-specific software applications and other specialized records.
  • Ability to set priorities on high volumes of work, perform several task assignments simultaneously, and coordinate with others to meet strict deadlines.
  • Ability to work with interruptions and adapt to changing priorities.

Qualifications

Minimum Qualifications:

  • Education: High school diploma or GED equivalent.
  • Experience: 2-3 years of office experience.
  • Or: In place of the above requirements, the incumbent may possess any combination of relevant education and experience which would demonstrate the individual's knowledge, skill, and ability to proficiently perform the essential duties and responsibilities listed above.
Licenses and Other Requirements:
  • Must obtain ACCESS Certification within six months of hire and maintain Level 1 certification throughout the course of this assignment with the department.
  • Must be able to obtain a police security clearance including polygraph, psychological and background prior to hire.

Physical Demands and Working Environment:
Work is performed in an office environment and may require sitting for prolonged periods of time using a computer keyboard and screen. The noise level in the work environment is moderate. Working conditions are stressful at times and require working closely with others.
