The National Security Program Office (NSPO) is responsible for leading national security program development strategy and for the internal and external coordination for national security on behalf of the laboratory.

National security sponsor engagement spans the full complement of BNL's science and technology capabilities. NSPO is charged with implementing the laboratory's national security vision of leveraging BNL's unique open research, technology, and policy expertise to support the nation's security needs and expand the laboratory's science mission through interactions with the U.S. Departments of Energy/National Nuclear Security Administration (DOE/NNSA), State (DOS), Homeland Security (DHS), Defense (DoD), and the Intelligence Community (IC).

Internally, NSPO's primary function to the laboratory is to organize and oversee the relationship management structure for national security sponsors across the full BNL Scientific & Technology enterprise to ensure program success. Externally, NSPO is the BNL entity responsible for the coordination with national security sponsors. Through these functions, NSPO seeks on behalf of the laboratory to:

  • strengthen the existing national security portfolio to provide a secure basis for growth,
  • focus sponsor engagement on core BNL science strengths,
  • identify new opportunities targeting specific BNL capabilities, and
  • engage with leadership and staff across all science and operations organizations at BNL.

Position Description

Brookhaven National Laboratory (BNL) is seeking a National Security Senior Program Manager to lead strategy, program development, and sponsor engagement across a diverse portfolio of U.S. national security organizations.

As a senior leader within BNL's National Security Program Office (NSPO), you will be responsible for advancing BNL's mission to leverage science and technology expertise in support of the nation's security while expanding the Laboratory's core scientific mission. This position combines sponsor engagement, business development, and program execution leadership to ensure that BNL delivers impactful solutions for the Department of Energy/NNSA, Department of Defense, Department of State, Department of Homeland Security, and the Intelligence Community.

Essential Duties and Responsibilities:

  • Serve as a primary interface for assigned national security sponsors, aligning sponsor needs with BNL's scientific and technical capabilities
  • Lead national security portfolio execution for existing programs, balancing priorities across technical objectives, security requirements, and resources
  • Identify, capture, and secure new business opportunities, including leading proposal development and outreach
  • Strengthen sponsor relationships to expand BNL's national security portfolio and ensure long-term program success
  • Partner with BNL science and operations organizations to ensure compliance with security, classification, export control, and specialized contracting requirements
  • Represent BNL at high-level sponsor and stakeholder meetings, cultivating collaborations with government agencies, national laboratories, and academic institutions
  • Mentor and develop staff, contributing to recruitment, retention, and growth of talent within NSPO
  • Support the development of BNL's national security strategy and long-term roadmap

Required Knowledge, Skills, and Abilities:

  • Bachelor's degree in a relevant technical, scientific, or policy discipline
  • At least 8 years of experience managing complex national security programs in the U.S. government, at a National Laboratory, or in industry, including 4+ years in a leadership role
  • Direct experience managing DOE, NNSA, DoD, DHS, DOS, or Intelligence Community programs and/or projects
  • Demonstrated success in business development, sponsor engagement, and proposal management
  • Experience leading diverse teams and coordinating across organizations.
  • Excellent oral, written, and presentation skills, with the ability to engage senior stakeholders.
  • Active DOE Q or TS/SCI clearance.

Preferred Knowledge, Skills, and Abilities:

  • Master's or PhD in physical science, engineering, or a related discipline
  • Demonstrated experience managing emerging technology developments relating to national security programs
  • Proven record of growing program portfolios and establishing new initiatives

  • The work arrangement for this position is on-site or hybrid
  • This position requires travel up to 25% of the time
Brookhaven Laboratory is committed to providing fair, equitable and competitive compensation. The full salary range for this position is $138850 - 230500/ year. Salary offers will be commensurate with the final candidate's qualification, education and experience and considered with the internal peer group.
