HJF is seeking a Contracts Manager to be the customer liaison and point of contact with customer, Principal Investigators and HJF employees pertaining to issues under assigned contracts. The Contracts Manager provides contract management, administration, and proposal support in accordance with Federal Acquisition Regulations (FAR), HJF policies and procedures, and award terms and conditions.

This position will be in support of Contracts Department. Responsibilities for this hands-on position include drafting, reviewing, and negotiating contract agreements and modifications; preparation of proposal, administration of the agreements and ensuring compliance, and drafting, negotiating, and reviewing documentation for all contracts, modifications, and RFPs. The Contracts Manager reports to the Director of Contracts.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.



  • Contracts Manager

    • Reporting to the HJF Director of Contracts to support contracts actions as an individual contributor rather than a supervisor.
    • Provide senior leadership to the HJF Contracts department in its efforts to review Requests for Proposals and assist in Pre-award activities.

  • Pre-Award Activities

    • Support Pre-Award and Proposal Activities, the majority of which would be new business.
    • Review solicitation terms, and serve as a resource to research and support business development staff in interpreting funding requests, regulations, and requirements.

  • Contracts Support

    • Support responses to Requests for Information (RFI) and Requests for Proposals/Quotes (RFP/Q) to provide guidance based on FAR, DFARS, or other clause impacts.
    • Complete compliance matrix for solicitation requirements.
    • Analyze terms and conditions including contract clauses to determine their appropriateness and negotiate terms and conditions accordingly.
    • Collaborate closely with technical teams, proposal managers, pricing team and other members of proposal team.

  • Other:

    • Support process improvement and documentation initiatives.
    • Prepare and support negotiation of non-disclosure agreements (NDAs), teaming agreements (TAs) with potential sponsors and/or subcontractors.
    • Other duties as assigned.

  • Post-Award Activities

    • Manage a portfolio of domestic and international contracts/subcontracts issued to HJF and HJF subsidiaries.
    • Process contractual documentation and reports, advise management of contractual rights and obligations, compile and analyze data, and perform maintenance of historical information.
    • Set up contracts in HJF contract management system and prepare award briefs.
    • Review Contractual Documents for compliance and risk in accordance with the FAR, DFAR, and Government Supplemental Regulations
    • Engage with federal contracting representatives and other clients on matters related to terms and conditions, rules and regulations, and other compliance requests.
    • Respond to internal and external contractual issues, audits, and compliance requirements.
    • Create, maintain, and update contract files and ensure contractual documents meet regulatory requirements and company policies and procedures.
    • Provide guidance on compliance with company policies and procedures.
    • Provide leadership and solutions to contracting or programmatic issues.
    • Contribute to contracting strategies and initiatives.
    • Other duties as assigned.



Required Knowledge, Skills and Abilities



  • A bachelor's degree and a minimum of 9-10 years of progressive contract management experience administering federal government contracts.
  • Demonstrated experience with federal agencies.
  • Demonstrated knowledge of common contract instruments, including CR, CPFF, CPFF-LOE, FFP, T&M, and IDIQ.
  • Experience working with the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
  • Experience reviewing contract budgets and pricing documents for compliance with requirements.
  • Exhibit proven negotiation skills, including the ability to make sound decisions and apply creative problem-solving capabilities.
  • Demonstrated communication skills.
  • Collaboration with teams, managers, and/or clients.
  • Organization skills, including time management ability.
  • Detail oriented.


Preferred Knowledge, Skills and Abilities



  • Able to collaborate and maintain internal and external relationships and confidentiality.
  • Exposure to GSA Schedule Orders and BPAs, and other contracting vehicles (GWAC and IDIQ).
  • Experience with Oracle Fusion products including Projects, Contracts, Grants Management Modules.
  • Experience recommending, reviewing, and negotiating multiple agreement types.
  • Familiarity with proposal and award budgets, basic cost/price analysis, and reviewing representation and certification documentation.


Education and Experience



  • Bachelor's Degree is required.
  • Minimum of 6-8 years of experience is required.

Work Environment



  • This position will take place primarily in an office setting.


Compensation



  • The annual salary range for this position is $88,600-$135,000. Actual salary will be determined based on experience, education, etc.
