COLLECTION MANAGER (MID-LEVEL)
Location: Washington, D.C. | Type: Full-Time | Clearance: TS/SCI with CI Poly Preferred

Overview
DarkStar Intelligence is seeking Mid-Level Collection Managers to serve as HUMINT Desk Officers supporting the Department of Defense (DoD), Defense Intelligence Agency (DIA), and Directorate for Operations (DO). These positions oversee and enable complex HUMINT operations by guiding collection platforms, ensuring compliance with DoD/IC directives, and coordinating operational activities that inform Combatant Commands and national decision-makers.


Key Responsibilities
  • Apply HUMINT instructions, policies, and DoD/DIA/DO guidance to direct and support overt and clandestine operations.
  • Provide enabling information, technical support, and advocacy for HUMINT collection platforms.
  • Coordinate and deconflict operational activities across IC and DoD stakeholders.
  • Draft, review, and staff collection directives, correspondence, and reports to capture operational activity and inform senior leaders.
  • Evaluate HUMINT reporting, recommend edits, and ensure compliance with standards.
  • Guide and oversee regional or functional HUMINT operations, providing operational direction against worldwide targets.
  • Conduct source/asset assessments, communicate findings to the field, and maintain compliant documentation.
  • Collaborate with collection managers and targeting officers to synchronize current and future operations.
  • Develop data-driven assessments to evaluate collection effectiveness and identify gaps.
  • Mentor and provide guidance to personnel in training or visiting from the field.
Minimum Qualifications
  • Active TS/SCI with CI Polygraph.
  • Bachelor's degree and 8+ years of relevant IC experience (or Associate's +10, Master's +6). At least 2 of those years must be recent.
  • Graduate of an in-residence DoD/IC Collection Management course.
  • Ability to work independently with minimal oversight and apply HUMINT tradecraft and source management fundamentals.
  • Experience leading or guiding teams addressing multifaceted operational challenges.
  • Proven ability to communicate effectively from incomplete, indirect, or highly complex information.
  • Collaboration across IC elements on collection requirements, deconfliction, and analytic dispute resolution.
  • Ability to produce clear, concise, and insightful products for defense intelligence consumers.
Desired Qualifications
  • Master's degree in Intelligence, International Studies, or related field.
  • Prior experience as a HUMINT Desk Officer supporting DIA or Combatant Commands.
  • Regional or functional expertise aligned to national or CCMD requirements.
  • Experience mentoring or training junior intelligence personnel.
Compensation & Benefits
Salary Range: $110,000 - $135,000 annually. Final compensation will be based on experience, qualifications, internal equity, and market data. DarkStar provides a competitive and comprehensive benefits package designed to support the well-being and long-term success of our full-time employees.
