Since 1977, the Fairfax County Department of Transportation (FCDOT) has served the Fairfax County community by enhancing mobility, safety, and the quality of life of residents, businesses, and visitors through planning, coordinating, funding, implementing, and sustaining a multimodal transportation system. FCDOT is seeking a motivated and public service-oriented person to join the Transportation Design Division.
Under supervision of Transportation Design Project Manager III or IV, this position assists with overall project management and contract administration for multiple multimodal transportation improvement projects. In a dynamic and quickly evolving environment, this position provides a challenging and rewarding experience for an individual invested in achieving the county's strategic transportation goals.
Responsibilities include:
- Performs technical design engineering tasks that apply basic engineering principles, and participates in developing project plans and specifications for complex projects.
- Performs project research, collects and compiles technical background data and information and plans in support of engineering work in the division.
- Coordinates project design with Virginia Department of Transportation (VDOT), county, and other regulatory agencies.
- Provides engineering support during construction phase including addressing contractors Requests for Information (RFIs), Change Orders (COs), coordinates and provides design modifications to address conflicting field conditions.
- Ensures construction plans, plats, reports, documents, and specifications of assigned projects conform to all applicable engineering standards, guidelines, and requirements.
- Assists Project Manager III or IV in the development of transportation improvement plans of various types and complexity.
- Prepares and checks permit applications for completeness and distributing/delivering applications to appropriate agencies.
- Attends project-related design field inspections, utility field inspections, pre-construction and construction meetings, and monitors construction progress to ensure conformance with project design.
- Prepares, reviews, monitors, and updates project cost estimates, and provides supporting documentation on a regular basis for assigned projects; reviews and recommends payment of consultants' invoices.
- Prepares and monitors project schedules to ensure all assigned project milestones are reached on schedule.
- Prepares and communicates technical reports, status reports, meeting summaries, letters, official items for Board of Supervisors' consideration, and other documents as required.
- Prepares presentations for project-related public meetings, briefings for senior leadership and/or elected officials, and other audiences, as required to meet specific audience needs.
- Attends other project-related meetings, both in-person and virtual, including occasional evenings and weekends.

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus one year of professional experience in the appropriate engineering field.
Upon successful completion of three years of professional engineering experience, Engineer II employees are eligible for a non-competitive appointment to Engineer III within the engineering discipline for which they have been trained.
CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a driving record check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
- Bachelor's degree and three years of experience in multimodal transportation project design, particularly bike and pedestrian walkway/trail facilities, spot intersection improvements, and/or roadway design.
- Knowledge of and experience with federal and VDOT design standards, guidelines, and procedures, particularly the VDOT Locally Administered Project (LAP) manual.
- Ability to read and understand roadway and other public improvement design plans.
- Knowledge and experience with GIS, AutoCAD Civil3D and/or Microstation, and Microsoft Office applications.
- Strong organizational and time management skills, including ability to coordinate multiple projects and meet established deadlines.
- Strong written communication skills, including ability to prepare presentations, technical memoranda, non-technical memoranda, letters, and other correspondence.
- Strong interpersonal skills and demonstrated ability to establish and maintain positive working relationships.
- Desire to advance in a collaborative and supportive culture.
PHYSICAL REQUIREMENTS:
Work is primarily sedentary. Ability to perform field investigations of transportation design projects Ability to stand, stoop, bend, stretch, walk, climb, sit, kneel, crouch, reach, crawl, lift and handle materials with manual dexterity. Ability to lift up to 25 lbs. Ability to input, access, and retrieve information from a computer. Visual acuity to review detailed drawings, plans and documents. Ability to walk, negotiate or traverse property sites that may be undergoing construction or having terrain that is not level. Work requires performing tasks in adverse weather conditions. Ability to travel to various locations throughout Fairfax County to provide coverage, attend meetings and trainings. Ability to operate a motor vehicle. All duties performed with or without reasonable accommodations.
