Overview

The position is responsible for all administrative and technical matters pertaining to both large-scale maintenance and construction projects at the University. The position also lends support for smaller-scale maintenance projects, typically of a deferred maintenance nature. Acts as a facilitator between in-house customers and AIE firms to ensure a successful project from all aspects, including level of quality, use, adherence to University standards, timing, and budget. The position also serves as the University's representative during all phases of construction, from overseeing the development of bid documents, bidding, award, construction oversight, and project closeout. The position is highly customer service-oriented, self-motivated, and operates with minimal oversight.



Responsibilities

* Ability to work with in-house customers to translate non-technical ideas into successful construction deliverables, including the ability to identify all parties, both in-house and external, that will need to be part of the design and construction process.
* Develops detailed project timelines and keeps all parties on track and informed to meet deadlines, including the establishment of the most critical path forward.
* Develops and maintains detailed project budgets from the earliest conceptual design stages all the way through project closeout. Has the ability to work with various levels of project budgeting from early square footage cost estimates to detailed construction budgets based on quantity take-offs.
* Maintains detailed project notes, meeting minutes, project logs, and drawings in chronological order to document project history.
* Conducts post-project review for future project improvements and process changes.
* With limited supervision, manages multiple A/E firms to ensure projects meet strict University standards during the design phase, as well as coordinates with State/ County/ Village agencies for matters under their jurisdiction to see that projects are completed in accordance with laws, rules, codes, and regulations
* Facilitates review of preliminary as well as final plans, specifications, and helps coordinate recommendations for improving engineering details and construction practicality.
* Performs construction project management duties. Keeps various construction logs such as RFI, change orders, punch list, etc. Inspects construction and compliance with contract documents and performs final acceptance and closeout. Works with in-house engineering and maintenance staff to ensure the long-term maintainability of all building and MEP systems.
* Helps direct and/or coordinate the work of A/E firms and contractors following construction award and construction closeout.
* Coordinates meetings during construction as required to resolve questions of substitute materials, construction methods, scheduling, job delays, material selection, and job changes.
* Helps in the preparation of correspondence to the contractor and the A/E firm as required, may act as the University representative during disputes between the contractors and the A/E firm or the University, approves and processes contractor's requests for periodic payment.
* With limited oversight, directs advertisement, bid, and contract document preparation phases of contracted construction.
* Discusses progress of projects with clerks and financial staff daily, working jointly with both groups to help guide projects.
* Coordinates the "Work by Owner" portion of projects to see that other outside contractors or University forces perform the necessary work. This also includes coordinating the installation of all N.I.C. separate contract items for the completion of the project.
* Oversight and support in the management of all Clarkson real estate.
* Active engagement in various campus committees, including but not limited to Aesthetics, Space, Signage, and Construction committees.
* Lends support for campus long-term facilities planning initiatives, including space management utilization, condition assessment, and energy efficiencies.
* Arrange expert consultation services required for University projects, such as architects, engineers, surveyors, or designers.
* Serving as a point of contact between the University, committees, and external consultants/contractors.
* Facilitating project meetings with appropriate internal and external stakeholders.
* Ensuring adherence to University policies, procedures, safety guidelines, and construction safety procedures.
* Obtains necessary approvals for job approval, change orders, and invoices.
* Monitors project budgets to identify potential financial overruns and variances; makes appropriate recommendations to alleviate financial implications.
* Researches and makes recommendations on permitting and site planning of public facilities, land exchanges, rights-of-way, easements, and zoning changes.
* Manages all phases of project development for large and/or complex construction and facility improvement projects.
* Represents the College at external meetings with outside agencies. Serves as a liaison with city, county, state, and federal agencies on issues related to facility planning for the District.
* Determine resource requirements and impacts of proposed projects on the University, including additional resource requirements such as space, personnel, or processes.
* Provide consistent, timely, and reliable communication between all project stakeholders, including clients, professional service providers, University personnel, and contractors, to ensure that the projects are thoroughly documented and understood.
* Accomplish department objectives by managing, encouraging, and motivating staff, leading staff meetings, and developing a culture of trust, teamwork, and entrepreneurial initiative.
* Coaches, counsels, and disciplines employees as needed. Develops, coordinates, and enforces systems, policies, procedures, and productivity standards.
* Accomplishes staff results by communicating job expectations, planning, monitoring, and appraising job results. Conducts performance evaluations and provides professional development opportunities.

Qualifications

Education:
Minimal Qualifications:
An Associate's degree or professional license (General Contractor, Building Inspector) or five years of related experience, or other equivalent combination of education and experience.

Preferred Qualifications:
Bachelor's Degree in Planning or Construction Management, supplemental degree, registrations or certificates, or related field, plus five years of related experience, an Associate degree plus professional license (General Contractor, Building Inspector), plus five years of related experience, or other equivalent combination of education and experience.

Experience:
Minimal Experience:
3 years of Facilities or construction management, showing progressive amounts of responsibility
Previous experience with project programming, budgeting, and estimating
Previous experience with A/E oversight, as well as construction administration



Essential Skills

* Must possess a valid New York State driver's license and have a driving record acceptable to the University and to the University's insurance carrier.
* Familiar with the role, responsibilities, and procedures of a Project Management Office.
* Ability to recognize errors, deficiencies, and faulty workmanship of designers and contractors.
* Working knowledge of facilities planning and construction management processes and procedures.
* Demonstrated knowledge of construction management principles.

* Knowledge of applicable Federal, state, and local laws, rules, regulations, codes, and/or statutes. Skills in enforcing applicable construction and building code requirements.
* Knowledge of laws governing construction contracts and contracting. Knowledge of construction materials and methods.
