Leidos' Global Supply Chain (GSC) Organization is seeking a manager to lead the subcontracting activities for the Health & Civil Sector's Transportation Solutions portfolio. This portfolio includes complex domestic and international programs delivering Air Traffic and Flight Management solutions, along with providing engineering and scientific research services for Federal, State, and Local Governments. The business area is based in Gaithersburg, MD, Eagan, MN, Atlantic City, NJ, and Reston, VA, and while this position allows for remote support, occasional travel will be required for in-person engagements with Internal Customers and suppliers at these locations.

In this role, you will lead a team of seven Subcontracts Specialists and collaborate closely with leaders across GSC functions, including material purchasing, planning, cost estimating, and supplier alliances, to drive mission success within the portfolio. A key responsibility of this role is to manage all subcontracting activities, ensuring alignment with program objectives and compliance with federal contracting regulations. You will interface directly with Internal Customers and subcontractors to manage high-value, complex subcontracts throughout their lifecycle.

Primary Responsibilities

Key Responsibilities:

Subcontract Lifecycle Management:

• Lead full lifecycle subcontract management, including proposal support, subcontractor solicitation, price analysis, negotiations, award, administration, and closeout activities.

• Develop strategies for subcontract competitions and negotiations, managing subcontractor and supplier performance to ensure optimal results.

• Ensure compliance with all contractual requirements, company policies, and acquisition regulations (FAR/DFARS) through ongoing audits and oversight.

• Own the subcontracting function for new business capture and proposal efforts, including working with cross-functional teams to align outcomes with program goals.

Cross-functional Collaboration & GSC Partnership:

• Partner with GSC functions (material purchasing, planning, cost estimating, and supplier alliances) to align subcontracting efforts and achieve mission success.

• Work closely with cross-functional leaders (e.g., contracts, project control, finance) to ensure subcontracting activities meet prime contract requirements, financial goals, and operational objectives.

• Lead efforts to resolve procurement issues and mitigate risks that may impact subcontractor performance or program delivery.

Supplier & Risk Management:

• Monitor subcontractor compliance and performance, ensuring timely delivery of goods and services per contractual obligations.

• Address and resolve supplier performance issues, collaborating with operations leadership to ensure quality standards and delivery schedules are met.

• Identify and mitigate complex subcontract risks, including cost overruns, delivery delays, and regulatory non-compliance.

Leadership & Team Development:

• Lead and mentor a team of Subcontracts Specialists, setting clear expectations, ensuring high-quality execution, and holding the team accountable for deliverables.

• Provide training and development opportunities, conducting performance reviews and supporting career growth to ensure high-performing staff.

• Foster a culture of accountability and collaboration within the subcontracts team, ensuring seamless cross-functional teamwork.

Basic Qualifications

Basic Qualifications:

• U.S. citizenship required.

• Bachelor's degree in a related field and 5+ years of relevant experience in subcontracts management, or master's degree with 3+ years of relevant experience. Additional years of relevant experience will be considered in lieu of a degree.

• Strong background in subcontract management, including negotiation, administration, and performance management.

• Expertise in federal subcontracting practices, including FAR and DFARS, with demonstrated negotiation skills.

• Experience supporting Contractor Purchasing System Reviews (CPSRs).

• Solid understanding of subcontract lifecycle from proposal to closeout and the ability to resolve complex issues in a timely manner.

• Excellent leadership and communication skills, with the ability to manage multiple priorities in a fast-paced environment.

Preferred Qualifications

Preferred Qualifications:

• Experience with CostPoint Deltek.

• Experience managing international subcontracts and supporting global programs.

• Professional certifications such as CPSM, CPC, CFCM, ISM, APICS, PMI PMP, or equivalent.

• Proven ability to engage senior leaders and resolve issues effectively.

• Demonstrated experience in mentoring and developing teams to high performance.

• Strong problem-solving abilities and a "can-do" attitude, with the ability to drive creative solutions to business challenges.
