Pay Rate: The annual base salary range for this position $108,500- $147,250. Please note that the salary information is a general guideline only. Position Location: Alexandria, VA Telework/Work-from-Home Authorized: No About the Role: Provide leadership and is responsible for project direction through successful performance of a variety of detailed, diverse elements of project management tasks. Directs completion of tasks within estimated timeframes and budget constraints. Schedules and assigns duties to subordinates and ensures assignments are completed as directed. Interfaces with Government representatives and reports to the Program Manager on project progress/status and various issues or problems. Coordinates services supporting hardware and software system development using a variety of system development methodologies including Agile. Additional Responsibilities Include, but are not Limited To:
- Project/contract management

- Utilize Agile development methodologies.
- Track all work items in the program backlog
- Assist COMMCOM during any scheduled COOP exercises.
- Provide a monthly progress report to the COR within 15 days of the end of the month. The report shall include a summary of all Contractor work performed, approximate hours it took to resolve corrected tickets, any issues or concerns with resolving outstanding tickets that were not entered into the Program Backlog, and any Contractor concerns or recommendations.
- Coordinate with the Information Security Systems Officer (ISSO) ISSO in the cybersecurity approval and authorization of requirements.
- Provide the COR with an After Action (i.e., Trip) report after each site visit within 5 business days of return. The report should include names of unit personnel that contractor met with, requirement requests and shortfalls, work accomplished, problems encountered, recommendations, and any other significant issues.
- Provide technical expertise on CSAS in meetings and teleconferences as required. Anticipate participating in 2-4 regular and 10-15 impromptu meetings a week, one (1) weekly status review (WSR) update meeting, and one (1) monthly status review meeting (MSR), not including contractor led/government-optional meetings (e.g., daily scrums).
- Identify required software development tools and minimum requirements for development laptops to the CSAS Government team to procure or obtain permission for use on the developmental network.
- Recommend and document changes, as required, in a Laptop Markup report to the CSAS mockup to facilitate engineering test of CSAS and troubleshooting. Recommended changes shall be documented in the Software Laptop Markup Report
- Assist the Government to develop and submit required C5ISCINST M4130 project documents, as applicable based on software, project maturity, and SELC phase, to the CSAS project lead as required to meet M4130 reviews and System Engineering Technical Reviews (SETRs).
* Software Version Description (SVD) * End User Manuals and Job Aids, including online "Help" files and procedures for operators to use on how to use CSAS for Continuity of Operations (COOP) * Engineering Test Assist Plan and Reports * Training Plan for operators and Tier I technicians * Release Readiness Reviews * Documents as applicable, see Deliverable Tables.
- Provide CSAS software and technical information as necessary to assist the CSAS Product Owner and Product Engineer with the for the DoD Assessment and Authorization (A&A) process.
- Assist the Product Owner and Product Engineer in prioritizing Program Backlog and Team Backlog as required one or two new versions being deployed a year.
- Deliver source code and provide a standard set of documentation with each software delivery within 30 days of installation of new version. Documentation to include Release Notes that include:
(a) Description of features implemented (b) Description of defects corrected with relevant identification numbers (c) Data model changes and dependencies required for installation (d) Known issues related to new delivery (e) Change proposals for next Release and the effect of each change on system operation and interfaces with other hardware and software (f) Installation procedures (g) Test procedures and results (Procedures for determining whether the version has been installed properly)
- Provide a bi-weekly report to the COR of Contractor's progress and actions during the period. As a minimum, the report should include the following information:
(a) Corrective maintenance tasks assigned and completed during the period, including the estimated or actual hours to correct. (b) New Tasks/items added to Program Backlog for government review and approval (c) Documents submitted and pending government approval (d) Recommendations for additional hardware for CSAS Mockup or software required for development. (e) Contractor issues, concerns, and recommendations (f) Issues, risks, concerns requiring Government action and/or intervention (g) Activities and estimated completion percentage towards new software increment version (h) Agile metrics (i) Typical attendees should include Contractor, COR, Government product owner and product engineer, ISSO, and contracting officer
- Provide expertise and identify opportunities to reengineer/modernize all or part of CSAS as appropriate, including migrating CSAS to using a network of remote servers hosted on the Coast Guard Network or government network to store, manage, and process data, rather than a local server or a workstation (i.e., Cloud Computing). Anticipate re-engineering CSAS during the period of this contract to:
(a) Leverage emerging "cloud" services, (b) Incorporate new hardware, software, and methodologies, (c) Ensure compliance with constantly changing Cyber Security mandates (d) Ensure compliance with changing or new operational requirements.
- Utilize common development toolsets and application components where applicable and with Government approval. Examples:
(a) Use of Open-Source tools where possible (b) Use of Low-Code tools (c) Standardization of COTS tools where necessary (d) Development of common Application Programming Interfaces (APIs) and Web Services
- Perform other duties, as assigned.
Experience Requirements:
- Must have a minimum of five (5) years of experience in the field of C4IT engineering/logistics support and/or management.
- Must have a minimum of seven (7) years of experience in developing, creating, and modifying specialized computer applications and programs.
- Must have a minimum of five (5) years of supervisory experience of computer programmers.
- Must have a minimum of two (2) years of experience in developing software applications using AGILE software development.
- Must have a minimum of two (2) years of experience in analyzing user needs and developing custom software solutions for client use.
Education Requirements:
- Baccalaureate Degree from an accredited University in the field of Business, Law, Economics, Mathematics, or Engineering.
Certificate, License, and Registration Requirements:
- Must have current Project Management Professional (PMP) or Certified Associate in Project Management (CAPM) certificate.
Other Required Skills & Abilities:
- Must be able to effectively communicate with customer and fulfill all duties and responsibilities as listed in the contract.
- Must be proficient in Microsoft Office suite including, but not limited to: Word, PowerPoint, Excel, and Outlook.
