Job Summary
The Director U.S. Policy and Health Economics and Outcomes Research (HEOR), will lead in developing and executing public policy strategies in support of Fresenius Kabi's corporate objectives for the biosimilars business. The Director will develop and lead payment and reimbursement policy proposals, monitor relevant policy issues and developments at the federal and state levels and serve as an advisor and subject matter expert to the biopharmaceutical business in the areas of Medicare, Medicaid, and commercial market reimbursement, payment, and coverage. The Director will develop and lead strategies and execute tactical plans to influence CMS, HHS, and state reimbursement agencies in support of Fresenius Kabi's identified priorities in the US. Individual must have strong expertise in value proposition development with financials to influence policy. Fresenius Kabi's Biosimilar leading policy work is developed in-house without the use of consultants.
*Salary Range: $175,000-200,000
*Position is eligible to participate in an annual bonus plan with a target of 166% of the base salary.

Responsibilities
- Develop and lead the strategy aligned with clinical, commercial, regulatory, and market access objectives.
- Serve as a strategic leader at the intersection of policy, health economics, and market access.
- Build and maintain contacts and develop strong relationships with key executives, senior appointees, and other key staff at agencies including OMB, HHS, CMS, and FDA.
- Lead reimbursement policy development, author comment letters, lead meetings with relevant federal and state agencies, and support the biosimilars business unit commercial division on issues related to coverage, payment, and reimbursement.
- Cultivate relationships with the AAM/Biosimilars Council, ERIC, and related trade associations and participate in relevant staff-level work groups to advocate for Fresenius Kabi Biopharmaceutical objectives.
- Monitor and analyze federal/state legislative, regulatory and policy developments and decisions that may have an impact on Fresenius Kabi, Inc. corporate objectives.
- Proactively participate and lead external meetings and raise the profile of Fresenius Kabi, Inc.
- Together with the SVP Global Governmental Affairs & Policy, develop a policy/advocacy strategy for the business in the US and contribute to its implementation.
- Develop analytically sound, proactive policy positions bearing in mind the commercial, regulatory, and IP strategy.
- Collaborate and lead the development and implementation of strategies designed to secure sustainable coverage and reimbursement policies and in external forums, including trade associations, meetings with payers, policymakers and advisors, patient, and physician groups.
- Provide strategic counsel to the corporate leadership and senior management of the company as appropriate. Respond to inquiries on legislative and regulatory issues from corporate management and businesses.
- Support and serve as a strategic leader in cross-functional collaboration to perform quantitative and qualitative impact assessment of biosimilar policies and advise business accordingly.
Job Requirements
- Bachelor's degree required; advanced degree in public health, policy or law desirable.
- 12+ years' experience in government and/or government affairs or health policy with at least 5 years in positions of increasing responsibility and experience in the pharmaceutical/health care industry.
- Proven contact network, involvement, and success in influencing the development of federal legislation and/or regulatory process.
- Experience establishing and maintaining relationships with individuals in an organization at all levels, the business community, elected officials, and lobbyists.
- A track-record of successful development of policy or regulatory strategies within the healthcare/pharmaceutical space.
